HEARING ON SIX -LOT SUBDIVISION AT 540 EDMONDS WAY, EDMONDS, WA.

We own the property at what was addressed as 516 Edmonds Way prior to
i' the construction of the limited access highway State Route 104. Our property,
jwhich is now addressed as 10826 Kulshan Road because of . the change of access
] due to State construction, is immediately adjacent to the north. and northwestern
{' border of the property under consideration for a six -lot subdivision at 540 Edmonds
�i Way. Our property, like 540 Edmonds Way, is located within the boundary of the
! City of Edmonds. We are the only two properties that form that triangle point
on the south side of State Route 104 that are in the City of Edmonds.
Because of location of our property to the proposed six -lot subdivision we
have a very real and immediate interest in the outcome of this hearing. Our
home was lost to fire on November 15, 1982, and we are filing an application for
a grading permit and home construction permit within the next several days to
construct a residence of approximately 4,000 square foot on our 39,800 square
foot lot.
The proposed subdivision certainly brings the worst of California -type
land development to Edmonds and immediately adjacent Woodway. It spells
the demise of personal privacy at the very time when people need the opportunity
to get away from the constant pressues to be able to face the demands of another
day. It seeks to destroy the character and integrity of an established neighborhood
at a'time when neighborhood cooperation is essential .for local affairs. And; the
proposed plan is certainly not in keeping with the types of homes or the prevailing
lot sizes of the entire southwestern corner of the City of Edmonds and adjacent
Town of Woodway. The proposed subdivision thus seeks to create an economic
pocket of housing inconsistent with other homes in the immediate area on the
southwest side of Edmonds Way.
We, and others, are making significant investments in building homes, and
bear the taxes that this entails. We take pride in making the investment in our
neighborhood, make additional investment annually and face ever-increasing
tax re-evaluation as a result, and now face the very real risk of seeing a marked
decline in our property values as houses are stacked bedroom -to -bedroom and
privacy is completely lost.
However, we will not go into long details on these points, although we do
reserve the right to do so, because there is one other primary , point that must
be considered by the Hearing Examiners in denying the subdivision permit.
Edmonds Way, or State Route 104, was constructed a decade ago as a
"limited access" highway. According to Sheet Number 4 of Washington State
Highway Commission MP 24.45 to MP 25.81, dated January 9, 1969, some 34
properties were fully or partially taken by the state in this area. The proposed
subdivision at 540 Edmonds Way is shown on this map, a copy of which I am
submitting as Exhibit A, as "Parcel 1-7682."
As the limited access highway was constructed, 540 Edmonds Way, or
Parcel 1-7682, lost 10,700 square feet of land. This was deeded over to the
State of Washington in a Warranty Deed signed by the two current owners on
October 10, 1970. It was accepted• and approved by the State of Washington
Department of Highways on October 30, 1970, at which time the two current
