Dear Mr. Bowman:
We -have reviewed the preliminary plat P-4-83 You submitted for our comments.
SR 104 is classified as a "Principal Arterial Highway" and has partially con-
trolled access. This control was established for the area of the proposed
subdivision by the -Washington State Highway Commission Resolution No. 1977
on June 17,.1968. Access rights were purchased by the Department on,October
10, 1970. A copy of a portion of the Warranty Deed is attached confirming
SR 104 is a high volume highway, with 1981 Average Daily Traffic at 11,600
vehicles per day.. -Eastbound sight distance is restricted at the sight of
the access point, especially if turning movement conflicts were increased
by the number of vehicles the short plat would generate. The reason for
limiting access control has not changed since we purchased access control
in . this area. In addition, we believe the motoring public's safety has been
enhanced. Therefore, we suggest the developer seek an alternative location
other than the state highway for his ingress/egress movement for the short
