believe it was a minimum variance request. She recommended approval of the
variance for square footage and denial of the setback variance because the
reduction in overall square footage did appear minimal, but a setback
reduction of 5' would reduce open space on the site, increase the bulk of
the building --but the square footage reduction would not, and parking could
be provided without the setback reduction. The public portion of the
hearing was opened. The applicant said any plans to build on this site
should fit the site and step down from the Commodore and blend with existing
buildings. He said his architect agreed that the additional 5' was not
necessary, so he wished to withdraw his application for the setback variance.
No one else wished to speak, and the public portion of the hearing was
closed. Mr. Hatzenbuhler felt that since the applicant was withdrawing the
setback variance request, he felt this was a minimum variance and he favored
it. Mrs.. Derleth.did not think 200 sq. ft. was a minimum variance and she
did not see a hardship that would justify it. Mr. Leraas felt it was a
reasonable request for that area. Mrs. Medina said for 200 sq. ft. she
would not deny him one additional unit, but she hoped in working with his
architect he would make every attempt, to keep the height of the building

BILL BLUME VOLKSWAGEN - Variance from required front yard setback from
Highway 99 at the.northeast corner of 205th St. -and Highway 99 (CG)
Ms. Luster said the required front yard setback was 40' and the applicant
was requesting it be 30', resulting in a 10' variance request. This was
not a rezone and there were no unique features on the property. All of the .
existing buildings are closer than the required setback would allow, and
the proposed addition would line up with the easterly.portion of the existing
auto body shop. Landscaping will be added along the new portion of.the
building and the new portion will set back from the older portion. The
Staff had overlooked the fact that this was 10' too close to Highway 99 and
that was why this application was coming in after the fact. Ms. Luster did
not feel reducing the size of the building to meet the setback requirements
would benefit the area. She recommended approval because it appeared to be
a minimum request for this site, it would not obstruct traffic or views,
and landscaping on the site will reduce the impact of the building. The
public portion of the hearing was opened. Don Westlin, architect for the
project, said he did not feel this 10' variance would impact the area as
their property line is 40'- 50' from the edge of Highway 99 and all of.that
is well landscaped with green grass. He said the true intent of any setback
is to allow a visual benefit, and they are probably 70' from the highway
and somewhat depressed. The purpose of the building is to hide some of the
automobiles they have stored over the years. Mr. Westlin said the permit
is ready to be issued if this variance is approved. He added that the
display room in the front is very close to the right-of-way but that came
about when the State purchased the additional right-of-way to allow 205th
to meld into Highway 99. He felt this request would not cause much of an
impact on the neighbors on Highway 99; The public portion of the hearing
was closed. Mr. Roy felt the request was reasonable and in harmony with
the surroundings. Mr. Hatzenbuhler said he lives in the area and he knew
they would not be obstructing anything. Mr. Leraas felt the request was
reasonable. MR. LERAAS MOVED, SECONDED BY MR. HATZENBUHLER, TO APPROVE V-
34-79 BECAUSE.IT APPEARED TO BE A. MINIMUM VARIANCE TO MAKE MAXIMUM USE .GHBOR OF
THE SITE AND BECADETRIMENTAL TO THE
