Dear Ms. Zulauf,
Itemized below is our response to the review comments dated February 20, 2019 for the above
referenced project. Our response appears in bold.
General
1. Provide an itemized engineers cost estimate for both on -site and off -site (right-of-way)
improvements, including traffic control and all utility installations. Use the King County Bond
Quantity Worksheet (available on the county website) and utilize "write-in" sections where
appropriate.
a. The amount of the bond will be based on 120% of the city approved estimate for the off -site
improvements.
b. A 3.3% inspection fee is calculated for the project based on 100% of the city approved estimate
for the entire project improvements.
Included in resubmittal.
Please add a note to plans stating "A separate right-of-way construction permit is required for all
work within the city right-of-way. "Please note, a ROW permit application with contractor's
signature shall be provided to the city prior to issuance of civil construction plans.
Note added, see CB3.1.
Sheet C63.1 — STORMWATER
1. Include Hard Surface Area chart on the plans. Provide a breakdown for hard surfaces and roof tops
and the type of stormwater management system being installed to manage each.
Note added, see C1133.1. Stormwater direct discharges without a stormwater management system.
Sheet C133.1— WATER & SANITARY SEWER
1. 6" cleanout required at the property line with 12" lamphole cover with Y2" hexbolts.

2. Call out the domestic water line size.

3. Provide the sewer invert at the stub to verify 2% minimum slope is attainable.
Added verification note. There is not as built information on the stub elevation.
4. The south bioretention planter is shown over the sewer stub. Provide alternate location for the
planter to avoid possible contamination issues.
The bioretention planter has been relocated.
GTC —TRAFFIC MEMORANDUM
1. The memo states in the first paragraph that the city "will use the facility for programs being more in
the evening hours". Please expand upon the intended evening use and a more specific estimation of
the hours of use. If the use of the facility falls within the 4pm and 6pm peak hours, please revise
report to reflect this.
Input from the City of Edmonds (Carrie Hite): The City of Edmonds anticipates most evening programs
operating during non -peak commute times. Programs would include exercise type programs,
educational, community wide town halls, gathering before nighttime beach walks, etc. Most of these
will take place after 6:00 pm, Monday through Thursday.
2. Please revise fees to reflect 2019 rates.
Environmental Works Response: Given that we submitted the Building Permit Application on Dec. 27,
2018, we think the project is subject to 2018 rates.
