EDMONDS BOARD OF ADJUSTMENT
March 16, 1977
The -regular meeting of the Edmonds Board of Adjustment was called to order by
Chairman Al Bailey at 7:35 p.m. at the Edmonds Civic Center. 3

Chairman Bailey welcomed the audience and explained the functions of the Board, the
procedure for handling of the hearings, and the method of appealing decisions of the
Board.
APPROVAL OF MINUTES
Mr. Robinson asked for clarification of the next to last sentence on page 1 of the
Minutes of'February 16, 1977; that is, he asked if this sentence stated Miss Charleson's
intent. Miss Charleson responded that she felt it did. MR. ROBINSON THEN MOVED,
SECONDED BY. MR. LERAAS, THAT THE MINUTES OF FEBRUARY 16, 1977 BE APPROVED. MOTION
CARRIED.
CORRESPONDENCE
Chairman Bailey indicated a letter had been received regarding last month's denial t:
of V-4-77, E. T. Hinrichs. Mr. Hinrichs' attorney had written to request a rehearing.
Miss Charleson indicated by memorandum to the Board that she did not recommend a
rehearing inasmuch as the reasons stated for the request -had been considered at the
February hearing. City Attorney John Wallace added that there is no automatic right
to a rehearing, that it is discretionary with the Board. Harrison deMers, attorney 4
for Mr. Hinrichs, was present and said he had new evidence regarding no intent on
the part of Mr. Hinrichs to deceive the Board. Mr. Roy expressed the view that a
great deal of time had been spent on the lengthy hearing, but a little more time
could be allowed. Mr. Robinson said he had studied Mr. deMers' letter requesting
the rehearing and Miss Charleson's comments, and he had also gone back and looked
at the property again. He said he felt it totally inappropriate to have a rehearing.
UADE THAT THE BOARD ELECT NOT TO REHEAR
MR. ROBINSON THEN MOVED, SECONDED BY MR. rIN ,
V-4-77. MOTION CARRIED.
AGENDA
Chairman Bailey announced that CU-9-77 and V-13-77 were being continued to April 20,
and CU-19-77 had been withdrawn.
V-8-77 ROBERT PANTLEY - Variance of 5' from minimum lot width required (from
70 ..to 65 ; and variance from width/depth ratio from required .4 to
existing .32 at 8604 Bowdoin Way (RS-8)
Mr. Leraas excused himself from this hearing as he is a neighbor of the
applicant. He did not leave the Council Chambers. Mrs. Block indicated
that the variances being applied for are in conjunction with a subdivision.
She showed slides of the property and indicated that the reason the lot
line is proposed to be placed in the location it is, is because of the
existing home and the requirement that the line be N' from the existing
