The regular meeting of the Edmonds Board of Adjustment was called to order by
Chairman Al Bailey at 7:40 p.m, in the Council Chambers of the Edmonds Civic
Center.

Chairman Bailey welcomed the audience and explained the functions of the Board, the
procedure for handling of the hearings, and the method of appealing decisions of
the Board.
APPROVAL OF MINUTES
The Minutes of the February 15, 1978 meeting had been distributed. MR. ROY MOVED,
SECONDED BY FIRS. STOLE,.THAT MINUTES OF FEBRUARY 15, 1978 BE APPROVED. MOTION'CARRIED.'
AGENDA
Mrs. Block advised that there had been requests from the applicants in V-67-77 and
NCU-2-78 to continue to April 19, 1978 and June 21, 1978, respectively: Also, there
had been an error.in the notice for V-10-78, so it was necessary that it be continued
to March 29, 1978. There was no one present in the audience for these items. 11R. ROY

Mrs. Block said this application was in conjunction with a short sub-
division. She showed slides of the site, noting that there is an existing
house on the property. The minimum lot width in an RS-8 zone is 70' and
the variance request was to reduce it to 65'. Mrs. Block said this would
not amount to a rezone, and the lots would be well over the minimum
required area. The location of the existing house on Lot l and the
sewer easement which bisects the plat dictates the configuration of the
subdivision. Strict enforcement of the Zoning Code would limit the appli-
.cant to three lots instead of four or force him to remove the existing
house. The special conditions not generally applicable to other properties
in the area (the existing house and the sewer easement) were not the result
of actions of the applicant, as he presently is purchasing the property.
The total area of the site is 45,000 sq, ft., adequate area for more than
five lots. To allow only three lots would create a hardship for the
owner. The proposed lots will meet all other code requirements so they
would not be detrimental to other properties in the vicinity. Mrs. Block
felt this was a minimum variance to allow reasonable use of the property,
considering the existing house, and that the granting of the variance would
be harmonious with the intent of the code. She therefore recommended
approval. The public portion of the hearing was opened.
