The regular meeting of the Edmonds Board of Adjustment was called to order by

Chairman Bailey welcomed the audience and explained the functions of the Board,
the procedure for handling of the hearings,
and the method of appealing decisions
of the Board.

# APPROVAL OF MINUTES
The Minutes of the April 19, 1978 meeting had been distributed. FIR. ROY MOVED,
SECONDED BY MR. HOVDE, TO APPROVE THE MINUTES OF
THE APRIL 19, 1978 MEETING.
MOTION CARRIED.
Mrs. Block recommended some agenda changes which had been coordinated with the
applicants. The following motions

Mrs. Luster showed the location on a site -map and showed slides of the
site. Part of the fill already had been the

placed on site. She said
the location of the fill will not endanger the property owners below
the
applicant's property. The fill will allow the applicant to construct
the cul-de-sac,
garage, and yard area for his proposed new home and is
necessary because of the topography. Mrs. Luster recommended approval
because the fill is the minimum necessary to build the proposed structure
on this site and because it will not be detrimental
to adjoining property
as it will not cause any drainage problems.
Regarding the variance request, Mrs. Luster said this would not amount
to
}
a rezone, and the use would be consistent with other uses in the area.
She said this is an existing driveway and the only feasible
'
access.
Strict enforcement would deprive the property owner of using the existing
