An existing canopy at the main east entrance is also being remodeled. Signage will added to both canopies. While governmental signs like those for Snohomish County Public Hospital District #2 are exempt from review under ECDC 20.60.095, the canopies are subject to design review according to ECDC 20.10 and 20.11. The site is zoned Medical Use (MU). Property Owner Snohomish County Public Hospital District #2 PO Box 2606 Lynnwood, WA 98036 Design Review Process and Criteria Applicant CREO Industrial Arts, LLC 6300 Merrill Creek Pkwy, A400 Everett, WA 98203 Due to the location and type of project (SEPA determination not required), general design review by staff is required according to Edmonds Community Development Code (ECDC) 20.10 and 20.11 (a Type I decision). The proposal is reviewed against the goals and policies for the Medical/Highway 99 Activity Center as well as the urban design objectives found in the Urban Design Element contained in the Comprehensive Plan along with the requirements of the zoning ordinance for the Medical Use (MU) zone. Analysis and Findings 1. Comprehensive Plan Compliance. a. Goals, Policies and Objectives. The goals and policies for Medical/Highway 99 Activity Center (pages 61 — 62, 67) and general objectives found in the Urban Design Element (pages 92 — 100) are intended to encourage the development of high quality, well-designed projects that reflect the values of the citizens of Edmonds. The proposal satisfies the intent of following goals, policies and objectives of the Comprehensive Plan: i. "Provide for an aesthetically pleasing business and residential community consisting of mixed use, pedestrian friendly atmosphere of attractively designed and landscaped surroundings and inter -connected development." (page 61) ii. "Design the site access and circulation routes with pedestrians' comfort and ease of access in mind." (page 94) iii. "Improve pedestrian access and way -finding by providing variety in building forms, colors, materials and individuality of buildings." (page 95) Each canopy (and the attached signage) will provide for better way -finding through the site making each of the entrances to the hospital stand out. Page I of 2 File No. BLD -2011-0470 Swedish Canopy 2. Edmonds Community Development Code (ECDC) Compliance a. ECDC 16.62 — Medical Use zone The proposal meets the zoning requirements of the MU zone. The proposed canopies are internal to the larger hospital site and is far from any required zoning setback and substantially below the maximum height of the MU zone. Decision Based on the facts, analysis and findings in this report, staff finds that the Swedish/Edmonds proposal for new canopies satisfies the applicable criteria and standards in the Comprehensive Plan and zoning ordinance as required in section 20.11.030 ECDC. Therefore, the design of this project (File No. BLD - 2011 -0470) is APPROVED.
