Dear Jeanie:
In response to your April 29, 2009 comments to Mike Clugston regarding our short plat application I
have prepared the following:
1.ACCESS ROAD REQUIREMENTS:
I understood that we agreed to the following during our March 27 transition meeting:
A.Access to lot 1 would remain as it is (a driveway off of that portion of the access road
which already has a 20’ ROW).
B.Lot 3 would be accessed directly from 72 Avenue W and from the private access road.

To provide access from road to a future garage that would be located on the
northwestern side of lot 3 approximately 100 square feet would be transferred from lot 1 to
extend the road’s 20’ ROW 20’ further south.
C.While future owner(s) of lot 4 would be permitted to use the access road occasionally (for
maintaining the western part of their lot east of the road and for access to Greenness’
common areas) their principal vehicular access to lot 4 and its garage would be limited to
72 Ave. W.

D.As can be seen in Greenness’ proposed Declaration of Easements, Covenants, Conditions,
and Restrictions, (http://greentarainc.com/pdfs/GRNS%20COVENANTS%20&%20MAP%204-
19-08.pdf) and its ‘Greenness Site Plan’, shown on page 8 of that same document, the
lower parts of Lots 3 and 4, located west of the access road, are designated “Common
Open Space” and would not be privately developed and maintained by their owners.
E.Regarding the hammerhead turnaround, our construction documents for the turnaround
have already been thoroughly reviewed and approved by the City late last year. Unless
the City’s requirements have changed since then, I would not expect this to be a concern.
To memorialize the conditions listed above we propose to add the following language to our Plat
Map:
1.Vehicular access to Lot 3 shall be from 72 Avenue W and/or from that portion of

the private access road that has a 20’ wide ROW and a 16’ pavement width.
2.Vehicular access to Lot 4 shall be limited to 72 Avenue W.

2.STORM DRAINAGE
Regarding the dedication relating to storm drainage we wish to propose the following language:
‘Storm water draining from the access road and Lot D and E’s impervious surfaces shall flow
to the storm water detention pond. Lots 3 and 4 shall have separate storm water detention
systems, designed and constructed in compliance with City of Edmonds Storm Water
Management Codes and Regulations. Said storm water detention systems may be
constructed individually or jointly between Lots 3 and 4 and shall be reviewed for
compliance at the time of building permit submittal for each lot.’
Regarding each lot’s name, we wish to change the names of Lots 1, 3 and 4 respectively to A, B, and
C. How should this change be made? Does the City have the authority to make this change on its
own or must it be made by or with the County’s approval? Also, please email us a copy of all future
correspondence.
We are grateful for the help Kathleen, Michael, and you have provided us and hope that this
response to your recent comments resolves your remaining concerns.
