Good morning Amelia,
Edmonds Community Development Code 18.82.030.B requires impact fees to be assessed for a change in use of
an existing building or dwelling unit, including any alteration, expansion, replacement or new accessory building.
A change in use does not qualify for an exemption. It is my understanding that the permit application under
review by the City of Edmonds is for a change in use.
Please submit a traffic impact analysis for the proposed change in use. A traffic study is not required and the
worksheet found in handout #E82 does not have to be completed by a traffic engineer. Please complete sections
1 and 7 of the worksheet and return a copy to Jen Machuga.
Clearly indicate under section #7 of the worksheet that while your permit is for a change in use, the occupant load
for the daycare facility will remain unchanged. Reference to the January 3, 2008 hearing, which gave approval for
a maximum of 30 children, would also be beneficial. With this information, it is agreed that no traffic impact fees
will be required.

This is in regards to Edmonds Lutheran Church Learning Center (CU200922) being requested to

do a Traffic Impact Analysis. Thank you for your letter dated May 18, 2009 requesting 3 required
items. Item 2 and 3 were addressed in the criteria addendum I emailed to Leif Bjorback on May
24th.
Looking at the instructions on the City handout #E82:
The following are examples of types of projects that do not increase the number of residential
units or commercial or other activity using the roadway system and, therefore, do not create
additional demand on the roadway system. Traffic Impact Fees cannot be required as a condition
of development approval for these types of projects. (See ECDC 18.82.0404, Exemptions.)

Exemptions

After reviewing your report on December 20, 2007 (CU200766) for Edmonds Lutheran Church

Preschool it seems there is no difference in our current situation for "no exterior changes or
alterations are currently proposed to the site." You state on page 7 "Since no exterior changes or
signage are currently porposed, the facility will have the same look to the neighborhood as it
currently does. Per ECDC 18.82.030, a Traffic Impact Analysis is not required with this
application." You already have on file our zoning & vicinity map, pictures, plans, criteria
statement, etc.

At the hearing on January 3, 2008 it was determined that we may have children. Our
application now is for only 30 occupants so this has not changed. The operation hours and days
are the same and there are no alterations (except for replacing some carpet with linoleum). We are
lowering the age to one month to accomodate four infants in accordance with our state licensor.
Therefore, no structual changes, no traffic changes, no hours of operation changes--we are just
taking children under 2 1/2 years old. Why then must there be a traffic impact submitted?
We are trying to expediate our application so we can open our doors to infants in the community
