The subject application has been reviewed but cannot be completed until the following items have been
addressed/corrected. Please resubmit 3 sets of revised drawings to a Development Services Permit
Coordinator.
General
1. The estimate provided is adequate to determine the engineering inspection fee, however the off-site improvements
need to be broken out so the required performance bond can be determined.
2. Provide traffic control plan for work within the City right-of-way.
3. Provide a truck route plan.
4. Indicate the staging area .

5. General note #1: Add “current edition” just before Washington State.
6. Site grading note #6: after 7 days add: “ and from Oct 1 to April 1 soil shall be exposed a maximum of 2 days”
7. Add all 17 ESC points from Chapter 18.30.050 of the Edmonds Community Development Code verbatim, to the
drawing.
8. TESC note #4 is a duplicate of note #4 in the Site grading notes.
9. Construction Sequencing:
a) Change note #1 to read: “ Call the Engineering inspection line (425-771-0220 ext 1326) to set up a pre
construction meeting and call 24 hours in advance for all inspections.
b) Add a note between note 3 and 4- “ Review ESC notes.
c) Between note 6 and 7 add a note on dust control.

15. Please provide a knockout on east side of cb #16 at the same invert as pipe to the west. FYI: We have a storm

project designed for 93 Pl and our plans coincidently show a cb in the same location as your cb 16. In our design,
that cb will connect to a type II cb in the street (at your sta 31+79), which will connect to the existing 72” at your
station 30+55. The existing 18” storm pipe that crosses the street to the north will be redirected along the east side
of the road, into a cb directly across from cb 16 and connect to the proposed type II cb.

FYI: during the 96 Ave walkway project, we had to reroute the water main under the 18” storm line

25. Add a note to remove the 18” storm pipe going east from the exist cb at cb#1.
26. Is the location of the existing cb, shown under and behind your cb#1, represent that of the new cb installed under
the City’s project, or is it the old one?
27. The face of curb shall be 12.0’ from the painted centerline.
28. Place a note on the drawing that all cb’s shall have vaned grates unless otherwise indicated.
29. Depth of water main should be investigated where it crosses the storm at cb 14 and if in conflict, indicate on the
drawing what action will be required and not wait until the project is under construction.

44. Rockeries cannot be used to support a fill. Once retaining material has been determined, provide top and toe
elevations.
45. What is the size of the out flow pipe from the detention system?
46. Cannot determine slope direction of perf pipe, on north side of lot, between c.o. with ie of 348 and 347.61.
47. Are therer any barrier free stalls?
48. Add curbing between parking stall and pedestrian walkway.
49. Add diagonal white stripes across pedestrian walkway within the parking lot to prevent vehicular parking.
50. What is the slope of the parking lot entrance?
51. The parking lot entrance shall be commercial type with radiused curbs and high capacity gutter.

52. The existing pavement shown on 228 St to remain, shall be removed to the centerline and repaved not only to
match the adjacent but also to insure proper cross slope of travel lane.

53. Add advanced pedestrian crossing signs on 228 St SW per MUTCD.
54. Pavement legend: Traffic areas within the City right-of-way shall have 2” acp, 2” 5/8” CSTC and 4” 1-1/4”
CSBC. No substitution of 5/8” for 1-1/4” will be allowed in City right-of-way.

57. Provide cross section of detention and per pipe system.
58. Label the sizes of the drainage pipes into the bio-swale.
59. Provide and enlarged detail showing location of outfall pipes into the rip rap and location above the flow line of the
ditch.
60. How can the perf pipe along the detention system drain to the bio-swale if the perf holes are in the 4 and 8 position
and there is no slope?
61. Control structure
a) note 8: remove “omit plate if only for pollution control”.
b) Note 9 and 10: there appears to be a conflict between the notes. Note 9 refers to an aluminum sheer gate
and note 10 allows the use of hdpe retrictor tee. How can an aluminum sheer gate work with hdpe pipe?
c) Note 10: Provide a copy of dwg 5-250 for review and approval of use.

62. Plan view indicates a 4’ ditch wide flow lilne.
63. Outflow pipe from detention system should be located above the flow line of the ditch and drain onto rip rap.
64. Show rip rap location on the drawing.
65. What is the slope above and below the retaining structure in the ditch?

66. Pipe Specifications:
a) Add “ City of Edmonds” between WSDOT/APWA specifications and with, in the forth line of the general
note.
b) Note 1: submit a copy of the drawing of B-17.
c) Materials allowed for storm pipe: CMP be it galvanized steel or cmp asphalt coated is not allowed in the
City right-of-way.
d) Materials allowed for storm pipe systems: there is no note #4.
67. Section A: add a note that the existing pavement shall be thoroughly cleaned and tacked prior to placement of acp.
68. Sections B and C: Indicate the painted centerline.
69. Detail 1: Place a cap on the storm clean out pipe. Label the sleeve around the storm pipe 12” pvc. Weld SD on
the locking lid so it will not be mistaken for a sanitary sewer clean out. Also place a locking lamphole cover over
the clean out in non paved areas and label the lid accordingly.
70. Detail 2: add “ all around the trench” to the note on filter fabric.

71. Replace the details with the most current details. Our details are on the web site in both acad and pdf formats. We
have replaced the concrete extruded curbing with concrete curb and gutter on our asphalt walkway detail.

Landscape Plans
73. The location of the plants and trees along the north side of the site appear to conflict with the depth of perf pipe.
How can the plants be installed on the narrow slope between the parking lot and property line?
74. Show irrigation lines, water meter and backflow preventer on the drawing. The meter shall be located on the right-
of-way side at the property line with the backflow preventer on private property.
