Existing conditions
Existing licensed boarding home currently vacant. Facility is provided with NFPA 13 automatic
sprinkler system, manual and automatic fire detection systems installed during new construction in
1976-30 years old systems. A dual line fire alarm dialer was installed in 2002. LPG-fueled standby
generator installed in 1983. The facility has been periodically inspected by OSFM as a licensed
boarding home defined by WA DSHS. I performed a cursory walk-through on 8/24/06 and 8/31/06.
Scope of work
The proposed work includes incidental / accessory use rework and the installation of a first floor
dementia care with limited detention features including delayed egress system. Although a more
attentive level of care than (previous) Edmonds Retirement Inn assisted living facility, this
occupancy appears to fit the definition of “LC” for DSHS licensing and occupancy design purposes-
see IBC 308.2 (WA). Also planned are fire alarm and communications upgrades to keep current
with WA State board & care requirements and accessibility requirements. The two new companion
units on first floor are created from existing units. It appears there is no increase to the number of
units. Totals identified from the functional program are 72 licensed beds in 64 units. Outdoor
fenced patio area improvements are being made by work not included with this permit. “LC”
requirements are taken from IBC 419 (WA).
Performance requirements and required upgrades
The functional program and plans were reviewed under the 2003 International Codes with WA
State amendments and the Edmonds Community Development Code.
1) Pre-sales or “model showing of units” is defined by the Fire Department as a “use” of a building
or premises and is inherently hazardous to the public prior to issuance of a certificate of
occupancy. Pre-sales or model showing shall not be allowed without a (permanent or)
temporary certificate of occupancy and Fire Department permit. Emergency plans as outlined
by IFC Chapters 4 or 14 and local safety standards also must be met for approval of temporary
certificate. No building or structure shall be used or occupied until that certificate of occupancy,
or temporary certificate is issued. IFC 901.5.1
2) Sheet A1.01 FIRE DEPARTMENT NOTES: Correct #1 to read “Deferred submittals are
administered through the Edmonds Development Services Division for fire alarm and fire
sprinkler work.” IFC 105.2

3) Sheet A1.01 FIRE DEPARTMENT NOTES: Correct #8 to read “Automatic-closing fire door
assemblies shall be self-closing in accordance with NFPA 80”.
4) Sheet A1.01 Delete “R4” occupancy references for “LC”.
5) Sheet A1.01 Reaffirm occupant load factors for residential use and recalculate occupant loads.
6) Provide occupant load calculations for individual and aggregate building areas. Patios will be
figured in the means of egress requirements IBC 1004.8
7) Sheet A1.01 SIGNAGE Correct to read “Post occupant loads in all common assembly rooms
with occupant load specific to that room/area.”
8) Sheet A1.01 EVACUATION CAPABILITY: Correct “WAC IBC 419.5 (WA)” and “WAC IBC
419.6 (WA)”.
9) Sheet A1.01 Callout note identifying a “Fire Prevention Program Superintendent” by name and
address the impairment of sprinkler systems, fire alarm detection systems, system control
locations, after hours contact and provide first response information in case of a fire or other
emergency during construction. All systems will be replaced to unimpaired service when work
is not being conducted. IFC 1408

11) Fire Sprinkler System
a) IFC 903.3.1.1 (NFPA 13) automatic fire sprinkler system throughout building is required for
the installation of delayed egress devices in new dementia area. Field check sprinkler
coverage (initial walk-through has identified some unprotected areas including 156 sf foyer
and 252 sf porto cochere).
b) Verify proper coverage for sprinklers IFC 903.3.1.1
c) Install quick-response or residential sprinkler heads throughout. IFC 903.3.2
d) Verify proper coverage and sprinkler listings over existing Class I commercial cooking hood
appliances in kitchen. IFC 904.11
12) Fire Alarm System
a) Callout Fire Alarm Permit. Manual and automatic fire detection system is required. Life
safety system includes but not limited to, manual and automatic detection, sprinkler system
monitoring, local notification, remote supervision and automatic fire assembly activation
requirements.
b) Provide visual fire alarm notification throughout common and utility areas. Provide visual
notification capability to accessible units. IFC 907.10.1

c) Provide remote monitoring for sprinkler system. IFC 903.4.1
d) Verify fire alarm system is installed iaw NFPA 72.
e) Check detector sensitivity and provide report for all existing system detectors IFC 907.20
f) Provide fire alarm reacceptance testing in accordance with NFPA 72 7-1.6.2.
i) NFPA 7-1.6.2.1 All components, circuits, systems operations, or site-specific software
functions known to be affected by the change or identified by a means that indicates the
system operational changes shall be 100 percent tested. In addition, 10 percent of
initiating devices that are not directly affected by the change, up to a maximum of 50
devices, also shall be tested, and correct system operation shall be verified. A revised
record of completion in accordance with 1-6.2.1 shall be prepared to reflect any
changes.
ii) 7-1.6.2.2 Changes to all control units connected or controlled by the system executive
software shall require a 10 percent functional test of the system, including a test of at
least one device on each input and output circuit to verify critical system functions such
as notification appliances, control functions, and off-premises reporting.
g) Recommended Fire Alarm upgrades:
i) Replace FACP, separate zones by floor detection, sprinkler alarm, and valve supervision
functions.
ii) Replace aged smoke detectors correctly spaced along hallway / common areas and
provide full acceptance test. IFC 907.17.
13) Commercial Cooking
a) Provide a class K fire extinguisher within 30 foot travel distance of commercial-type cooking
equipment. IFC 904.11.5
b) Will cooking-activities program in unit A or B ever create grease-laden vapors? Please state
intent on plans.
14) Callout Fire Protection Footprint (see example below).
15) Provide a guide which describes the location, function and use of fire protection equipment and
appliances accessible to residents, including fire alarm systems, smoke alarms, and portable
fire extinguishers in R2 apartments and condominiums. Email westfall@ci.edmonds.wa.us for

16) Sheet A1.1a - Callout use for space north of MECHANICAL 136.
17) Sheet A1.1a GENERAL NOTES - Verify #8 one hour corridor rated construction and rename
plans instead of hallway, or delete note if non-rated construction.
18) Sheet A1.1a - Verify existing emergency power generation equipment and safe LPG fuel
storage. Callout generator location on plans and fuel storage type and quantity.

19) Sheet A1.1b & Functional Program - Install electrical switch on timer to energize kitchen
equipment in 110 & 113.
20) Sheet A1.2 - Remove exit sign leading through sliding door in 110 & 113. Second exits to
exterior are not required given the identified occupant loads. See WA DOH comment #4
21) Sheet A2.1a - Call out occupant load factor and calculate occupant load for DINING 235 and
LIBRARY 230.

Class C requirements as classified in accordance with IBC Table 803.5.”
