Dear Mr. Lybeck,
In a letter from the City of Edmonds, dated June 11, 2012, Ms. Jen Machuga requested
that a geotechnical engineer “…confirm that the large landscape rocks dispersed across
the top of the slope do not compromise slope stability” (Item #3 in the letter). A copy of
the letter has been attached to this document.
Site Observations
On June 13, 2012, a geotechnical engineer from GeoTest Services Inc. (GTS) visited
the site located at 808 Daley Street in Edmonds, Washington.The property currently
supports a single-family residence cut into an existing slope. GTS observed a rockery to
the east of the house and a descending slope to the west of the house that was
observed to be between 1.25H:1V (Horizontal:Vertical) and 1.5H:1V. The slope to the
west of the house was observed to be about 15to 20feet in height and vegetated with
short grass and mature deciduous trees. During the site visit, a total of 7 large
landscaping rocks were observed near the top of slope condition on the propertyand are
the subject of the City of Edmonds’ letter. The rocks were generally rectangular in
shape, between 3 and 5 feet wide, and were not observed to be more than about 2.5
feet thick. The rocks were observed to be either right at the top of slope, or offset
horizontally up to 7 feet from the top of slope condition.
Opinions
The City of Edmonds has expressed concerns that the large landscaping rock may
negatively impact the stability of the slope to the west of the residence. In our opinion,
the placement of the landscaping rock will result in a surcharge of less than 400 psfat
each of the 7 locations where the rocks have been placed. Due to the isolated, limited
number oflocations and the low pressuresexerted by the rock, it is not expected that the
rock will have significant impacts to the stability of the slope.

Dear Mr. Lybeck:
The Engineering Division and I have reviewed your fourth draft recording documents submitted on May 10,
2012, and it was found that the following information, corrections, or clarifications will need to be addressed
before review can continue:
1.Under the Approvals heading on Sheet 1, please conduct the following:
a.Replace the statement Approved and authorized for recording by the City of Edmonds Engineering
Division by: with the following statement: The survey date, layout of streets, alleys and other
rights-of-way, design of bridges, sewage and water system and other structures are approved, and
the subject final plat is authorized for recording by the City of Edmonds Engineering Division by:
b.Replace the statement Approved and authorized for recording by the City of Edmonds Planning
Division by: with the following statement: The subject final plat conforms to the approved
preliminary plat and all conditions of the preliminary approval and is approved and authorized for
recording by the City of Edmonds Planning Division by:
2.Please add to the statement within the Surveyors Certificate on Sheet 1 to state the following: This
map correctly represents a survey made by me or under my direction in conformance with the
requirements of the survey recording act at the request of Doug Lybeck in August, 2007. This plat is a
true and correct representation of the land surveyed.
3.As you have discussed with Jeanie McConnell, a letter from your geotechnical engineer is required in
order to confirm that the large landscape rocks dispersed across the top of the slope do not compromise
slope stability. Please provide us with this letter.
4.Please finish removing all debris from the site. In particular, there is a large mound of vegetation debris
located near the center of the site that needs to be removed prior to recording.
5.Note that all signatures on the final documents must be made in black ink. Once the above items have
been completed, please obtain all required signatures on the face of the revised recording documents
including that of the Treasurer confirming that taxes have been paid in full.
Please make the above changes and submit your updated recording documents to a Planner, Monday through
