Scope: Add exterior/interior walls/doors/windows to convert existing parking garage
to child day care — separated Institutional Group I-4 occupancy — 80 occupants per
IBC Table 1004.1.2 (see also WA State DEL) — VB construction — NFPA 13
sprinkler system — mechanical, plumbing, fire sprinkler, fire alarm, etc. under
separate permits
Please be advised that the building plans for the above referenced project have been disapproved
for the purposes of obtaining a building permit. During a review of the plans by the Building
Division for compliance with the applicable building codes, it was found that the following
information, clarifications, or changes are needed. Reviews by other divisions, such as Planning,
Engineering, or Fire, may result in additional comments that require attention beyond the scope of
this letter. Items that recur on this list appear in italics.
A complete review cannot be performed until the revised plans/documents, includinLy a
written response in itemized letter format indicatin#y where the `clouded' or otherwise
Np,lihijited changes can be found on the revised plans, have been submitted to a Permit
Coordinator. Only those sheets specifically referenced as follows need to be resubmitted.
Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall.
Permit Center hours are M, T, Th, & F from gam-4:30pm and from 8:30am-12pm on Wednesdays.
On sheet AO-00 — SITE PLAN overall — PROJECT INFORMATION:
75. Plan 1 — SITE PLAN — ARCHITECTURAL - Clarify on the plans the represented locations
and configuration of the accessible parking spaces. They do not appear to comply with
International Building Code (IBC) 1106.1, 1106.5, and ICC A117.1-2009 Section 502. An
accessible parking space must be provided for each parking lot and it must be van -
accessible. The width of the parking space and its adjacent access aisle must meet that
required for a van parking .pace and the access aisle must be at the same level as the R ES U B
parking space served. The response to the earlier plan review comment states: "The

parking plan has been adjusted to accommodate a van stall at the lower lot, and
clarified the existing stall at the upper lot.". The indicated accessible van parking space
(numbered as `20' on the plans) serving the `lower lot' and its adjacent access aisle appear
to comply with the width requirements. The indicated accessible van parking space
(numbered `37' on the plans) serving the `upper lot' appears to comply with the width
requirements, but its adjacent access aisle does not. The access aisle must be a minimum of
5 feet wide per ICC A117.1-2009 Section 502.4.2. Indicate on the plans the required paved
surface marking and signage for both of the `van accessible' parking spaces and their
adjacent access aisles per ICC Al 17.1-2009 Section 502.3/502.4.4. Indicate on the plans
that the adjacent access aisles itiust be at the same level as the parkin l s slpaces they serve per
ICC A117.1-2009 Section 502.5. Both of the van st referenced

76. PRKG PLAN - ECDC 18.95.020.A. Lb. COMPLIANCE — C7ari f i! on the plans the
represented locations and configuration of the accessible parking spaces. They do not
appear to comply with IBC 1106.1, 1106.5, and ICC A117.1-2009 Section 502. A response
to the earlier plan review comment could not be found. In addition, there now appears to be
differences between this sheet and that represented on sheet `AO-00' — SITE PLAN overall —
PROJECT INFORMATION — due to changes made in response to plan review comment
`75'. The concerns noted in plan review comment `75' must also be incorporated onto this
plan sheet. Resolved - referenced sheet is a
planning exhibit only - ok to leave as is
