Dear Staff:
This letter outlines the revisions and corrections made per planning, building and engineering review
comment letters. Below is a list of the comment response documents addressing the comments and
requests:
Engineering Comments, JoAnne Zulauf March 7, 2019:
GENERAL
1) Submit ROW Permit Application form
Response: ROW permit application will be made by applicant.
2) Submit Side Sewer Permit Application form
Response: Side sewer permit application will be made by applicant.
3) A Stonnwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
Response: See attached signed Stormwater Covenant.
4) The project is located within the downtown area. Please show and/or describe the haul route.
Response: Haul route map added to sheet TP-01.

Review Comments:
1. It appears that BLD20190103 proposes an outfall and easement that would
conflict with improvement shown on this plan; update and address as needed.
Response: Proposed system from adjacent project shown to clarify no conflict exists.
2. Correct CB #1 rim elevation on SP-01 to 196.60 (to match detail on GN-01 &
provide 6" freeboard).

3. It is unclear how the overflow is contained within the limits of pavement as
shown; add notes or improvements as needed to show control of the overflow as
intended.
a. Reviewer has concern about erosion from the pervious slope adjacent to this
area; if no improvements are proposed, please provide response as to why
erosion will not be a concern.
Response: Added asphalt thickened has been added to the edge of pavement to direct overflow
runoff to nearby catch base and control erosion.
