Hall 818 Bell Street Edmonds, WA 98020 RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2007-0559 CARPORT/SHED AT 818 BELL STREET Dear Mr. Hall: I have reviewed the above building permit application for the Planning Division. During the review, I noticed several pieces of correspondence between City officials and yourself discussing the fact that your shed encroaches into your neighbor’s parcel at 812 Bell Street. As I did my review, the photographic evidence provided indicated to me that the carport was initially constructed prior to 1956 when the first zoning code was enacted in the City of Edmonds. While that would make the structure non-conforming (as indicated in a letter to you from Steve Bullock dated January 29, 2007), the issue of the property line encroachment is unresolved. On May 31, 2007, I discussed your situation with Duane Bowman, Director of the Development Services Department. At that time, Mr. Bowman indicated that he had discussed with you the need to ensure your structure is in compliance with building code – that it is physically and structurally sound. As a result, I will approve the building permit for the shed with the following conditions: 1.According to your application and to Mr. Bowman, you recently added a gutter and downspout on the shed at the request of the neighboring property owner. If the drainage situation becomes problematic or complaints are received about the gutter, you must remove the gutter and downspout. Please keep in mind that no further alterations are allowed to the structure unless they meet with current Edmonds City Development Code requirements (17.40.020). 2.The property line issue must be resolved. Please continue to work with your neighbor at 812 Bell to determine a mutually beneficial solution. If it is determined that a Lot Line adjustment is appropriate, please contact the Planning Division and we can assist you with that process.
