WILLCOCK SECOND STORY DECK AT 918 SEA VISTA PLACE
Dear Mr. Capen:
I have reviewed the above building permit application for the Planning Division and it
was found that the following information, corrections, or clarifications will need to be
addressed before review can continue:
1. Front Setback: It appears the deck, or a portion thereof, that is proposed to be
replaced encroaches approximately 3 feet into the 25 foot street setback (see
Attachments – first plot plan). The second plot plan was submitted as part of a
building permit application for the construction of a single family house in 1986.
It indicates that Homeland Homes, the original builder, was aware of the setback
criteria and proposed that the deck meet those criteria (the stairs proposed for the
southern portion of the property were originally redlined). From that point, it is
uncertain whether the deck was constructed to meet the setback criteria and then
altered by a subsequent owner without a permit or if it was originally constructed
improperly in the setback by Homeland Homes.
Regardless, the Planning Division cannot sign off on the deck replacement
because the structure is partially constructed within the 25’ street setback.
According to Edmonds Community Development Code, a deck may not project
into a required setback if it is more than 30 inches above ground level at any point
(16.20.040.C). Since the entire deck, stairs and lower landing are proposed to be
replaced, the entire structure must be reconstructed so that no portion of it
encroaches into the street setback.
Please make all submittals to a Development Services Permit Coordinator, Monday
through Friday, 9:00 am to noon or 1:00 pm to 4:00 pm. If you have any questions,
