On behalf of the Planning Division, I have reviewed the above building permit
application materials submitted 2/5/2008. Some additional information is still required.
Please respond in writing to the following:
1.Lot Line Adjustment. To date, there is not an application in with the City of
Edmonds for a Lot Line Adjustment. This is still a requirement.
2.Entrance Design. The changes to the entrance appear minimal. Although a garage
door has been removed, it seems that little else has been done to enhance the
human scale of the building. With the additional door, it is confusing as to where
the main entrance is located. Here’s an excerpt from the Architectural Design
Board public hearing. I trust that it will be helpful in redesigning the entrance.
Pro Tem Chairman Utt pointed out that the entrances on the existing buildings appear to be
clearly delineated, which does not appear to be the case for the proposed new building. Mr.
Johnson referred to Attachment 3, which shows that the front of the building would have
modulation to emphasize the entryways. Pro Tem Chairman Utt said he still is concerned that the
proposed building would not provide an element of human scale. He asked if there might be a
way to call more attention to the entryways; perhaps by paving the area in front. Mr. Johnson
agreed. He noted that while the other buildings are boxy, the colors and banding go a long way to
improve the appearance. Pro Tem Chairman Utt suggested it would also be helpful to do
something architecturally interesting to set the entrance off. Mr. Johnson agreed that perhaps
more accent could be provided to make the entry more defined. Pro Tem Chairman Utt
emphasized that he would like to see more design and human scale given to the entrance so it
doesn’t have to compete with the larger garage doors or the massing of the building.
3.Fence and Retaining Walls. It is difficult to tell the extent of the fence. Along the
western property line, does the fence start at the NW property corner and continue
southward along the ecology block wall? If it will be on top of the block wall, it
cannot exceed 4 feet in height.Please verify on the plans.
The same is true for the fence along the eastern property line.It is also unclear
the extent of the fence and the retaining wall. Please clarify the locations of each,
and confirm that for that portion of the fence atop the retaining wall, it will not
exceed 4 feet in height. Please also verify the height of the retaining walls.
Because it is located within the setback area, it may not exceed 36” above original
grade.
4.Landscaping. A fair amount of landscaping has been removed from the site plan.
When it was reviewed by the Architectural Design Board (12/2006), they
commented on how little landscaping was proposed, so it would be best that we
not decrease the amount further. Please add back some landscaping along the
western property line. Also it would be preferable to locate the ADA parking stall
elsewhere to maintain the proposed landscaping along the eastern property line.
In addition, there seems to be less plant variety. Perhaps some planters could be
added in place of the removal elsewhere. Please revise the landscape plan
accordingly.
5.Decks. The decks are not shown on the west elevation view, but are shown on the
floor plans. Also the decks along the eastern side of the building show a change
in railing design, but this is only shown on the east elevation, not on the south
elevation. The railing design should remain the same as shown on the south
elevation. Revise the elevation views accordingly.
Please submit 3 copies (one reduced copy) of the site/landscaping plan and 2 copies
of the elevation views. Please make all submittals to a Development Services Permit
Coordinator, Monday, Tuesday, Thursday or Friday, 8:00 am to 4:30 pm. If you have
