Dear Mr. and Mrs. Isaacson:
I have reviewed the above building permit application for the Planning Division, and it was found
that the following information, corrections, or clarifications will need to be addressed before
review can continue:
Monitoring Program:
1.Your conditional use permit approval (File No. CU-06-104) was
conditioned to follow the recommendations by Landau Associates. Page 3 of the Landau
Associates peer review summary dated December 28, 2006 states that “project plans should
include information regarding long-term plant monitoring. Plant inspections should be
conducted by a qualified firm and include photos of the restoration area and percent cover,
survival rates of plant stock, and any contingency plans if necessary.” Additionally, the
City’s critical areas ordinance (ECDC 23.40.130) states that mitigation plans (i.e. the
landscaping plan) shall include a monitoring program. Therefore, please submit a
monitoring plan (this may be an additional sheet attached to the landscape plan) that provides
information on how the proposed landscaping will be monitored long-term and explaining
what will be done if any of the proposed trees/plants do not take and need to be replanted.
ECDC 23.40.130 requires that the landscaping shall be monitored for a period necessary to
establish the vegetation, but not for a period less than three years.
TESC Plan:
2.Sheet 2 of your TESC plan shows 11 trees within the clearing limits. Any trees
that were not approved to be removed as part of your conditional use permit (File No. CU-
06-104) must be indicated on your plans as to be retained. These trees must be excluded
from the clearing limits and appropriate measures must be taken to ensure the trees will not
be at risk during the grading and drainage work. Any trees that were approved to be
removed as part of your conditional use permit must be indicated as to be removed on the
TESC plan.
Please make all submittals to a Development Services Permit Coordinator, Monday through Friday,
