BOBRY PATIO AND DECK AT 18416 OLYMPIC VIEW DRIVE
Dear Mr. and Mrs. Bobry:
I have reviewed your revision for the above building permit application for the Planning
Division and it was found that the following information, corrections, or clarifications
will need to be addressed before review can continue:
Site Plan:
1. Please show the outline of the portion of the shared access easement
with the three neighboring properties that is located on the subject property.
Lot Coverage:
2. Lot coverage is defined as “the total ground coverage of all
buildings or structures on a site measured from the outside of external walls or
supporting members or from a point two and one-half feet in from the outside edge
of a cantilevered roof, whichever covers the greatest area.” Decks over 3 feet in
height are considered structures and must be included in the lot coverage
calculations on a site. Since the upper floor deck is proposed to be expanded, the
total lot coverage on the site will be increasing. Therefore, please include lot
coverage calculations on your site plan to confirm that the total lot coverage will be
less than the maximum allowed 35% coverage. Your lot coverage calculations
should include the area of the footprint of the residence, the footprint of the upper
floor deck including the proposed deck expansion, and the footprint of any other
structures on the site. Please also include the net lot area (total area excluding the
area of the shared access easement) of the subject property and calculate the lot
coverage as a percentage of the net lot area.
Geotechnical Report:
3. The geotechnical report submitted with your application
states that the plans for the deck expansion were not available at the time of the
report. Therefore, please provide your geotechnical engineer with the current plans
for all proposed work and ask them to write an addendum to their original report
addressing any additional requirements or recommendations for the deck expansion.
Additionally, due to the presence of a Landslide Hazard Area on the western side of
the property, the addendum to the geotechnical report must address the critical areas
requirements of Edmonds Community Development Code (ECDC) Chapters 23.40
and 23.80. The addendum to your geotechnical report must provide the minimum
required distances from the top of the slope to the proposed retaining wall, patio,
and deck. Additionally, the top of the slope must be delineated on your site plan
and the minimum distances from the top of the slope to the proposed improvements
as recommended in the report must also be shown on your site plan.
SEPA Review:
4. Environmental review is required if the proposed grading
quantities (total quantities of cut or fill) exceeds 500 cubic yards. Please provide
the quantities of proposed grading. If the total proposed fill exceeds 500 cubic
yards, SEPA review will be required and an environmental checklist, adjacent
property owners list, and $420 fee must be submitted. Feel free to contact me for
further information on the SEPA process if you find that you will exceed 500 cubic
yards of grading.
Please submit three copies of the updated site plan (at least one copy must be reduced in
size) and only two copies of any affected sheets of the building plans. Please make all
submittals to a Development Services Permit Coordinator, Monday through Friday,
excluding Wednesdays, between 8:00 am and 4:30 pm. If you have any questions, feel
