HINKEL ADDITION AT 7517 —172ND STREET SOUTHWEST
Dear Mr. and Mrs. Hinkel:
I have reviewed your resubmittal that was submitted on November 26, 2007 for the above building
permit application for the Planning Division and it was found that the following information,
corrections, or clarifications will need to be addressed before review can continue:
1. Height Calculations: The height calculation explanation provided by Fred Brown is not
consistent with what appears to be the original grade of the site and the height of the existing
residence. The City's microfilmed copy of the building permit for the original residence (see
attached) states that the height of the residence is 28'6". The City code that was effective in
1976 when the original building permit was issued permitted residences within the RS -20 zone
to go up to 25' in height, however the roof could extend to 30' provided that any portion of the
roof above 25' had a slope of 4" in 12" or greater. The fact that the permit provides the height
of the residence as 28'6" gives staff reason to believe that the existing residence is over the
current 25' height limit.
The analysis in Mr. Brown's letter is not consistent with the 28'6" height of the existing
residence. Additionally, the assumptions made in Mr. Brown's analysis appear to be incorrect,
as the elevations he provided for Points C and D are approximately 10' and 6' higher than the
existing grade, as shown with the topography lines. It seems unlikely that this much grading
would have been conducted for the construction of the existing residence. Additionally,
grading permits were obtained in 1981 and 1985 to place fill material on the property, one of
which specified that the fill material was to be placed in the backyard, which leads staff to
believe that it is possible that the original grades of Points A and B may have actually been
lower than the existing grade at those two points. The City's nonconforming code allows
additions to an existing nonconforming structure (i.e. a legally constructed residence that is
higher than the current height limit) as long as the addition meets the current height limit of 25'.
Please correct the height calculations shown on your site plan and building elevations to reflect
the correct original grade elevations and to show that the addition will not exceed the current
25' height limit: Please note that Planning staff may require a survey confirmation of original
grade prepared by a surveyor licensed in the state of Washington if there is question as to the
accuracy of the height calculations.
Please submit three copies of the updated site plan (at least one copy must be reduced in size) and only
two copies of any affected sheets of the building plans. Please make all submittals to a Development
Services Permit Coordinator, Monday through Friday, excluding Wednesdays, between 8:00 am and
