JOHNSON RETAINING WALL AT 20205 – 84 PLACE WEST
Dear Mr. Titus:
I have reviewed the above building permit application for the Planning Division and it was found that
the following information, corrections, or clarifications will need to be addressed before review can
continue:
Retaining Wall Height:
1. Retaining walls that exceed three feet in height over original grade are
considered structures and must meet the minimum required setbacks for a site. The subject
property is located within the RS-8 zone, and the minimum required setbacks for the site are 25-
foot street setbacks from the western and eastern property lines and 7.5-foot side setbacks from
the northern and southern property lines. The proposed retaining wall is stated as being a
maximum of 6 feet in height; however, it is shown as running along the southern property line
and at a range of approximately 8 to 20 feet from the eastern property line. Please modify the
proposed retaining wall by either moving it to meet the minimum required setbacks, reducing its
height, or changing it to a tiered wall so that the above requirement for the wall not to exceed
three feet in height over original grade is met. In order to confirm that the wall will be less than
3 feet in height where within the setbacks, please provide top of wall and original grade
elevations at 5-foot intervals along the length of the proposed wall.
Fence:
2. Your site plan states that you are proposing to relocate your existing fence. Per ECDC
17.30.000.C, “Unless a variance is first obtained, no fence shall be more than six feet in height
as measured from the top of the fence to the lowest original grade.” However, ECDC
17.30.000.D states, “When a retaining wall three feet in height or greater is contiguous to and
below a proposed fence, the proposed fence may be constructed for the purposes of safety not
greater than four feet above the top of the retaining wall or the finished grade, whichever is less,
without the necessity for a variance.” Please show the location of the existing fence and provide
an explanation of the proposed replacement (i.e. height over original grade, building material,
etc.) and show how the relocated fence will comply with the above requirements.
Please redline plans or submit three sets of revised plans/documents (affected sheets only) with a
written response to each of the above items. Please make all submittals to a Development Services
Permit Coordinator Monday through Friday, excluding Wednesdays, between 8:00 am and 4:30 pm.
