Dear Ophello Canlas:
I have reviewed the above building permit application for the Planning Division and it was found that
the following information, corrections, or clarifications will need to be addressed before review can
continue:
Setbacks and Lot Coverage:
1.The proposed ramp on the northern side of the residence does
not meet the minimum required 25-foot setback from the property line adjacent to the street.
Additionally, the proposed lot coverage stated on the plans is 46%; however, the maximum
allowed lot coverage for the RS-8 zone is 35%. Lot coverage is defined as the total ground
coverage of all buildings or structures measured from the outside of external walls or supporting
members or from a point 2.5 feet in from the outside edge of the roof eaves, whichever covers
the greatest area. Note that lot coverage includes the footprint of the proposed deck and ramp
as well as the footprint of the existing house, garage, covered porch, and any other structures on
the site. Lot coverage does not include at-grade patios or the driveway.
In order for your building permit to be approved, you will need to either show that the ramp
meets the minimum required 25-foot street setback and that the total lot coverage on the site is
less than 35%, or you will need to apply for a Reasonable Accommodation. A Reasonable
Accommodation allows for an entity providing services to the disabled in a residential facility
to apply for the Director to waive some of the provisions of the Edmonds Community
Development Code in order to provide a reasonable accommodation as necessary for the
disabled’s full enjoyment of a residence. Please note that if a Reasonable Accommodation is
granted, the accommodation shall be personal to you and shall not run with the land. Therefore,
if a Reasonable Accommodation is granted, the Director may require the site to be brought into
compliance (i.e. require the ramp to be removed or moved to meet setbacks) within six months
after either the sale of your property or a transfer of the structure to a person or entity not
qualifying for the Reasonable Accommodation. If you wish to apply for a Reasonable
Accommodation, please refer to the enclosed section of the City’s code (Chapter 17.05) and
submit a letter explaining the request and stating how you meet the criteria for approval of a
Reasonable Accommodation. If you do not wish to apply for a Reasonable Accommodation,
please update your site plan to show that the proposed ramp meets the minimum required
setbacks and that the total lot coverage is under 35%.
