RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2007-1216
SAFFOLD NEW RESIDENCE AT 8008 TALBOT ROAD
Dear Mr. Johnson:
I have reviewed the above building permit application for the Planning Division, and it was found that the
following information, corrections, or clarifications will need to be addressed before review can continue:
1. Site Plan: It was noted that the upper floor projects over the main floor by
approximately one foot on the northwestern side of the house. It is unclear if this is
shown on the site plan. Therefore, Please show and label the outline of the portion
of the upper floor that projects over the main floor on all copies of the site plan.
2. Datum Point: Please show and label the datum point used for your height
calculations on all copies of your site plan.
3. Height Calculations: Per ECDC 21.40.0303, the height rectangle used for your
height calculations shall be the smallest rectangle that will enclose all of the
building, excluding a maximum of 30 inches of eaves. It appears that the height
rectangle used for your height calculations included some of the eaves.
Additionally, it is unclear of the height rectangle includes the portion of the upper
floor that cantilevers over the main floor on the northwestern side of the house.
Therefore, please update your height rectangle to include the outermost walls of the
residence, but exclude up to 30 inches of eaves. Additionally, please update the
elevations of the four corners of the height rectangle, and update the height
calculations shown on the site plan and building elevations accordingly.
4. Fence: Your site plan shows a 6' cedar fence. Please label this fence as existing or
proposed.
5. Geotechnical Report: Please submit a geotechnical. report by a qualified
geotechnical engineer in support of the proposed building permit that meets the
report requirements of Edmonds Community Development Code (ECDC) Chapters
23.40 and 23.80, particularly Sections 23.40.090, 23.80.050. Additionally, the
geotechnical report must address Section 23.80.070,A.2, by stating that the
proposed work will not increase surface water discharge or sedimentation to
adjacent properties beyond predevelopment conditions; the development will not
decrease slope stability on adjacent properties; and such alterations will not
adversely impact other critical areas.
6. SEPA Review: The Engineering Division's review of your proposal estimated the
grading to be 490 cubic yards. Note that if grading exceeds 500 cubic yards, SEPA
review will be required. Please contact the Planning Division for SEPA review
procedures if you find that you will be exceeding 500 cubic yards of grading,
7. "Future Wet Bar": Sheet A4 of your building plans indicate a "future wet bar"
within the proposed recreation room. Do you plan to stub the plumbing to this area
with the subject application? If so, please indicate this on your plans. If not, please
remove the "future wet bar" from your plans since it is not a part of this application.
Please note that a separate building permit will be necessary if you plan to add the
wet bar in the future. Additionally, an Accessory Dwelling Unit (ADU) covenant
may be required when you propose to add the wet bar to ensure that the lower floor
will not be used as an ADU without the appropriate land use approvals.
Please make all submittals to a Development Services Permit Coordinator, Monday
through Friday, excluding Wednesdays, between 5:00 am and 4:30 pm. If you have any
