I have reviewed the above building permit application for the Planning Division. The
following information is needed to complete review of the application:
SEPA.
We need to do SEPA again.The SEPA determination issued 7/11/07 for the
entire project (mixed-use building and townhouses) was for 4,300 cubic yards of
grading. In reviewing the civil plans, it appears that the amount of grading has
increased to 8,455 cubic yards. (We do not look at the net cubic yards, but the cut or
fill – whichever is greater.)
In reviewing the SEPA regulations, an addendum to the original determination would
not be appropriate, because the increase is so substantial. So city staff will issue a
new determination specific to the grading only. Please submit the follow:
a.Checklist. You may use the original SEPA checklist; just change the grading
amount.
b.Metroscan list of property owners. (Only if you have it.) We already have the
adjacent property owners list and affidavit, so you will not need to submit
that. But if you do have the Metroscan property owner list from the title
company, it would be helpful. We’ve discovered that any one designated ‘Do
Not Mail’ on the Metroscan list is not being included on the ‘label-format’
list.
c.Fee. $420.
As we discussed on the phone, two items still need to be resolved – the building height
and the setback from the residentially zoned property. I will discuss them with the
Planning Manager Rob Chave, and get back with you.
