Our response appears in bold. General 1. Submit ROW Permit Application form Row applications will be submitted. 2. Submit Side Sewer Permit Application form Side Sewer Permit will be submitted. 3. Include construction sequence. Refer to sample on City website. Construction sequence updated, see Sheet C1.1 4. The General notes on the plans are an older version. Please add current notes. Refer to sample on City website. Please change the WSDOT/APWA version to the current year. General notes updated to the newer version. 5. A Stormwater Covenant is required to be recorded against the property based on the proposed stormwater facilities for the project. Please complete the covenant, including notarization and any required exhibits and submit to the city. Ensure the stormwater covenant meets Snohomish County Records Drawing requirements. Prior to construction, final location of facilities are to be verified (by field inspection and asbuilt) and then the covenant will be recorded. A covenant was filled out within the drainage report. An updated covenant is attached separately. 6. Show all city utilities that are adjacent to the site, include size and material. Utilities shown on sheet C4.1. Where utility patches fall entirely within one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches extend into both travel lanes then a full width overlay is required. Note added to sheet C5.1. Frontage Improvements 1. Show the sidewalk along Caspers to be replaced with concrete sidewalk. Sidewalk shown for the entirety of the frontage along Caspers Street with ramp shown meeting the asphalt walkway the west of the property. 2. Four -foot transitional concrete sidewalk panels at the end of the new frontage sidewalk are required to adjust between ADA compliant sidewalks and existing conditions. Please add a four ft panel on Caspers extending beyond the property frontage and on 2nd Ave extending beyond the property frontage. Sidewalk ramps added to both extending past the property frontages to meet the existing conditions. 3. Please add the full WSDOT detail for one directional curb ramps to the plans (it includes all the pertinent notes etc.) Add call out on plan to refer to detail. WSDOT detail for one direction curb ramp added to sheet C5.1. 4. It appears there is an entry error of the elevation points on the sidewalk along 2nd Ave. At the elevation point 38.62 on the west point of the sidewalk and 38.34 on east side, it results in a cross slope over 5%. Please revise to show the cross slope as 2% or less and check other elevation points for accuracy. Elevation 38.62 updated to 38.42 which in turn makes the cross slope to be 1.6%. 5. Show crosswalk striping in heavy pen weight to indicate it will be repainted with project. Crosswalk striping updated and shown as new. (C5.1 only, still faded on other sheets for clarity) Water 1. As indicated by the Fire Department, a fire sprinkler system is required for this property. Typically, if there is an existing water service line from the water main to the meter, the water service line/meter will not be the appropriate size and a new tap will be required. The applicant will be required to pay for the new tap on the main and the new meter. Please revise plans to include the following: a. Please add a note that a 1" meter is to be installed Callout added, see sheet C4.1. b. Show the water meter located in the right-of-way, such that the back o the meter is on the property line or just behind the sidewalk. Please show a 1-1/2" water service line to be installed from the back of the meter to the house (as required for a combination fire and domestic service). Water meter size and line updated, see sheet C4.1. d. Please label the pipe material and note tracer wire to be installed on the water service line. Pipe labeled and tracer wired called out, see sheet C4.1. Show that there is a minimum of 3' of horizontal separation between the water service and dry utilities (Le. tower, hone a$ cable etc..` Currently the as is too close to the proposed osed 'v'v'ater ser vice line. 1 p , phone, gas, , 1 Y g-..- p p Dry Utilities are shown at the northeast corner of the house, this is more than 25' away from the water service. A minimum of 10' of horizontal separation is required between water and sewer lines. In this case, because the water meter will be replaced the current line can be notes to "cut and cap" and the new service can be shown in a location meeting the separation requirement. The new water line location meets the 10' separation requirement. 4. Please add a note to the plans that all final restoration shall be completed by the contractor not the City of Edmonds. Note added to sheet C4.1. Sewer 1. Label pipe line material and size. The sewer lateral (from the main to the property line shall be 6".) Once on private property the sewer may reduce to 4". Pipe material and size called out, see sheet C4.1. Label cleanout at the property line as 6" with 12" cast iron lamp hole cover with %" hex bolts. Label size of clean out at house. Cleanouts labeled, see sheet C4.1. Provide invert elevations at the main, the cleanout at the property line and at the house so that minimum 2% slope and minimum 2' pipe coverage can be verified. If the slope of the pipe exceeds 20% the pipe will need to be anchored. Inverts at cleanouts at the property line and at the house corner called out. See sheet C4.1. If the existing side sewer is to be reused, please add a note that the existing side sewer will need to be TV'd by the contractor and video must be submitted to the city for review and approval to re -use. If the existing sewer lateral (main to property line) is proposed to be re -used, the city's Public Works Department will need to TV the lateral to determine if it is acceptable to re -use. Add notes to the plans to contact Edmonds Public Works Sewer Division, 425-771-0235, to schedule inspection. Note added to sheet C4.1. If a new sewer lateral is proposed and the connection will be core drilled, show the connection at the sewer main per city standards and with a Romac Inserta-tee. If the sewer connection will be cut in, please show a way to be installed. A new sewer lateral is not proposed. Dry Utilities 1. Show all dry utilities and required utility separation. Please add a note that a minimum of 3' separations is required between the dry utilities (power, gas, phone, cable, etc.) and sewer, water, and storm and 5' from any city main lines. Dry utilities are shown on the plan and a note is added required 3' separation. See sheet C4.1.
