PCC RAINWATER HARVESTING SYSTEM
On behalf of the Planning Division, I have reviewed the above building permit
application. The application complies with the requirements of ECDC 21.90.140B,
specific to rainwater towers above-ground.The requirements are listed below.
1.Occupy 10% or less of the setback area adjoining any specific street. The pad

will occupy 1.8% of the setback area along 9 Ave W.
2.Do not exceed the maximum height for accessory structures of the zone. The first
submittal was unclear as to the actual height of the structure. Upon review of the
second submittal, the applicant reduced the overall height of the tower by 1.7 feet
from the original submittal. The second submittal provided more detailed
information. The maximum elevation of the tower was calculated by using the
height rectangle method as detailed in ECDC 21.40.030. The applicant has
demonstrated that the actual height will be 14.01 feet from the average grade,
approximately one foot less than the allowable 15 feet.
3.Do not create a hazard to users of the street or nearby property. The Engineering
department reviewed the application for site distance and visibility concerns
related to ingress/egress. The Engineering Department determined the placement
of the rainwater tower to be satisfactory and issued approval July 22, 2008.
4.Contain educational components, consisting of illustrated plaques, photographs,
and/or other visual aids providing information on the purpose, function and
benefits of the tanks in improving water efficiency and sustainability of the
developments. The applicant has submitted a copy of the signage to be mounted
on the sidewalk side of the rainwater tower. Additional educational components
will be included on site and inside the building, as indicated by a letter submitted
by the applicant’s representative, Velocipede Architects. The letter is dated
August 8, 2008, and is located within the street file.
