I have again reviewed the above building permit application for the Planning Division. The
following information was requested in my original review comments from August 2008 but I am
able to locate it in any of the resubmittals including the most recent on December 22, 2008:
1. Appraisal and Estimate: According to the Hearing Examiner's approval in the shoreline
permit (SM -05-94) associated with this building permit, "prior to issuing any permits for
the repair of the timber building, the applicant must submit an appraisal for the value of
that structure. They must also submit an estimate for the cost to repair the building." The
Hearing Examiner also noted that "if the overwater structures are damaged to a point where
the damage exceeds the thresholds described in ECDC 17.40.020 or in the Shoreline
Master Program, or if a building is moved ggy distance at all, it must be demolished."
Since this redevelopment is occurring in relation to the Shoreline Master Program, the 75%
threshold established in 23.10.220.1) controls. If the estimate to repair the timber building
is greater than 75% of its appraised value, the structure may not be repaired and must be
demolished. Please submit a certified appraisal of the timber structure along with a
detailed estimate of the cost of reconstruction.
