NON -PERMITTED GRADING AT 23329 HIGHWAY 99
Dear Mr. Hammer:
I have again reviewed the above building permit application for the Planning Division. Before I can sign off
on the permit, however, I will need some additional information:
1. Parkin¢ Lot: The revised site plan from 9/26/08 indicates a 2,000 sf gravel parking area.
According to ECDC Chapter 18.95, parking lots must be hard surfaced (18.95.020.C) unless they
are temporary parking lots (17.50.090). If the lot is to be temporary, a conditional use permit is
required. A conditional use permit is reviewed by the Hearing Examiner per ECDC 20.05 and takes
between 3 and 4 months to process. The fee for a CU is $1,330. If you choose to pave the area,
contact the Engineering Division for further information on paving and parking lot requirements.
2. Landscaping Plan: Due to the extensive grading that has taken place at the site and the
establishment of the new parking lot, the site is considered to have been developed. As a result,
please submit a landscaping plan for the entire site generated in accordance with the requirements
found in ECDC 16.30.030 and 20.13. City code is available at:
hn://www.mrse.org/me/edmonds/Edmondsnt.htmi. The landscape plan will be reviewed
administratively by staff. Because the work was done without a permit, fees will be doubled and
will total $215.
There are specific requirements for perimeter landscaping in the 4' street setback on Highway 99
and 234'h Street SW as well as within the existing and proposed parking areas. Because the subject
property is adjacent to residentially -zoned property on the east, there is also a landscaping
requirement there. A 10' wide landscape buffer must be established along the length of the subject
property adjacent to the residential parcel. It is uncertain whether the Engineering Division will
require additional erosion control on the remainder of the site that was cleared.
Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, 8:00 am to
4:30 pm, except on Wednesdays when we are closed for permit review. If you have any questions, please
