Pursuant to ECDC 20.60.025, the total maximum allowed sign area for sites within the General Commercial (CG) zone is one square foot of sign area for each lineal foot of building frontage along a public street and/or along a side of the building containing the primary public entrance to a maximum of 200 square feet. I have not calculated what the maximum allowed total sign area for the Seoul Plaza property would be based on this requirement; however, based on research that I have conducted on the Seoul Plaza property, it appears that the total existing sign area is well above 200 square feet. Thus, even assuming that the total maximum allowed sign area is 200 square feet, the existing sign area is above this maximum. ECDC 20.60.015.B allows for review by the Architectural Design Board (ADB) for sign permit applications that request a modification to any of the standards of the City’s sign code (ECDC 20.60). The ADB would review the proposal for consistency with the criteria of approval in ECDC 20.60.015.B.1 and could potentially allow for the total maximum allowed sign area to exceed the maximum allowed by code. I understand that the façade of Seoul Plaza has recently been updated and that some of the existing tenants might be applying within the near future to replace their signs. This seems like a great opportunity for the property owner to propose a sign package for the entire site to the Architectural Design Board (ADB) for review. The sign package would indicate the amount of sign area allocated to each tenant, and then staff would be able to administratively approve sign permit applications for each tenant in the future assuming that their proposals are consistent with the conditions of the sign package reviewed by the ADB. The sign package would also include direction for the styles and colors used to be used for future signs in Seoul Plaza in order to provide for a consistent design throughout the Plaza.
