3945 Square Foot Addition to Harbor Square Athletic Club
On behalf of the Planning Division, I have reviewed the above building permit application. During
review of the subject submittal, it was found that the following information, corrections, or clarifications
need to be addressed. Please respond to the following items, so that I can complete my review:
Parking Analysis:
1. The property where the proposal is located is subject to a contract rezone
recorded on AFN 8005060198. Covenant A.2 on page two of the contract rezone states, “Parking
areas may be modified without reducing the number of spaces provided, the general distribution of
spaces, or the amount of landscaping.” It appears that seven parking spaces would be eliminated by
the proposal. This would be inconsistent with the contract rezone for the property. Please indicate
where the seven parking spaces will be replaced.
Additionally, given the additional square footage being added to the Athletic Club, a parking analysis
must be completed for this proposal. Please provide the number of existing stalls on site; the name
and use of each tenant; and the tenant space of each tenant. The parking ratio for Harbor Square
Athletic Club is subject to ECDC 17.50.020.B.8. Please see attached 17.50.020.B for the parking
calculations for the other land uses on site.
Height Calculations:
2. The maximum allowed height pursuant to the above referenced contract
rezone is 35 feet. Please provide height calculations for the proposed addition consistent with the
enclosed Height Calculation Handout.
Landscaping: On sheet A-1, the new site plan section identifies a tree which is to remain post

construction. This tree is not shown on the landscape plan, Sheet L-1. After visiting the site, it
appears a number of trees will be removed as part of this proposal. Please show the existing
landscape and identify which trees will remain and which trees are proposed for removal. Proposed
landscaping should be consistent with ECDC 20.13.030.E.
Design Review
4.: The proposal is subject to District Based Design review pursuant to ECDC 20.12
and the design standards listed in ECDC 16.60.030. Since the proposal does not require SEPA, the
design review will be conducted by staff. Please see the enclosed handout on District Based Design
Review, especially Plan Elements – Staff Review Projects on page 8. Please provide color elevations
for the proposed addition in order to aid staff in design review of the proposal.
