09-0279 Plan Review Comments.pdf CE ITY OF DMONDS th • 1215 AN•E,WA98020 VENUEORTHDMONDS P: 425.771.0220 • F: 425.771.0221 • W:www.ci.edmonds.wa.us HONEAXEB DSD: P•E•B EVELOPMENT ERVICES EPARTMENTLANNINGNGINEERING UILDING June 10, 2009 Mr. Stephen Waite Email: waitearch@comcast.net RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2009-0279 EL SHARAWY POOL AT 9231 OLYMPIC VIEW DRIVE Dear Mr. Waite: I have reviewed the above building permit application for the Planning Division, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: Steep Slope: 1.In order to ensure compliance with the recommendations of the geotechnical report by Nelson Geotechnical Associates, provide the shortest distances from the pool (including surrounding patio pavers), shed, and retaining wall (along eastern property line) to the top of the steep slope. Retaining Wall: 2.Your plans indicate that a retaining wall is proposed along the eastern property line; however, the wall is not shown on the site plan. Retaining walls are considered structures and must meet the minimum required setbacks for the property if they exceed three feet in height over original grade. Please show the wall on the site plan and provide original grade, toe of wall, and top of wall elevations of the proposed wall at 5-foot intervals to ensure that the wall will not exceed three feet in height over original grade, or move the wall so that it meets the minimum setback requirements if it will exceed three feet in height over original grade. Patio Pavers: 3.Pursuant to ECDC 16.20.040.C, “Uncovered and unenclosed porches, steps, patios, and decks may project into a required setback not more than one-third of the required setback, or four feet, whichever is less; provided, that they are no more than 30 inches above ground level at any point.” The proposed patio pavers (if no more than 30 inches above ground level) surrounding the pool may only extend into the required 10-foot setback by 3’4”, which is one-third of the required setback distance. Therefore, please show that the patio pavers will be a minimum of 6’8” from the property line and that they will not exceed 30 inches above ground level at any point within the setbacks. Lot Coverage: Lot coverage is defined as the total ground coverage of all buildings or 4. structures on a site measured from the outside of external walls or supporting members or from a point 30 inches in from the outside edge of the eaves, whichever covers the greatest area. Please provide a breakdown of the lot coverage calculations on the site plan, including the footprints of all existing and proposed structures. The maximum allowed lot coverage for the RS-12 zone is 35% of the net lot area. Therefore, in addition to providing a breakdown of the total lot coverage on the site plan, please also provide the coverage as a percentage of the net lot area. Height Calculations: 5.Please make the following corrections to your height calculations: a.Please show the exact locations of the four corners of the height rectangle for the shed on the detail on your site plan. b.Based on the elevations provided for the four corners of the height rectangle for the shed, the average grade should be 158.4’, not 158.475’ as shown on the site plan. c.The southwest corner of the height rectangle for the pool is shown on the site plan as 161.75’, but this elevation is provided under the height calculations as 161.65’. Please correct this discrepancy and correct the average grade and maximum allowed heights as necessary. Trees: 6.There are a few large evergreen trees within the vicinity of both the current and proposed pool locations, including a tree who’s roots were cut for the construction of the pool in its current location. Please show the locations of all trees within the vicinity of the current and proposed pool locations on your site plan and indicate any proposed plans for these trees. Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, between 8:00 am and 4:30 pm.
