BLD-2009-0401 Project Proposal
Fastsigns of Lynnwood has submitted an application on behalf of “The Wishing Stone” for a wall-mounted sign to
be located at 317 Main Street.

Design Review Process
Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003 and ECDC
20.60 (Sign Code).
Analysis:
1.Location. The subject site is located at 317 Main Street within the BD-1 zone. The site is designated as Retail
Core in the Edmonds Comprehensive Plan and is also located within the Downtown/Waterfront Activity Center
overlay. Due to the site’s location within the BD-1 zone, the proposal is subject to the design standards of
ECDC 22.43 in addition to those general criteria found in the sign code (ECDC 20.60) and within the
Comprehensive Plan.
2.Sign type. The proposed wall-mounted sign is a permitted sign type in the Downtown area. The site contains
an existing projecting sign. Since “The Wishing Stone” is considered to be a business site, it is allowed to have
the two signs as proposed (existing projecting sign and proposed wall-mounted sign).
3.Size. The maximum allowed area of wall signs within the BD-1 zone is 1 square foot per lineal foot of attached
wall or tenant space. Additionally, the maximum allowed total sign area for the site is 1 square foot per lineal
foot of tenant space. The applicant has stated that the tenant space is 178.75 lineal inches, which is equivalent
to 14.89 square feet. The existing projecting sign is shown as being 17” by 19”, which is equivalent to 2.24
square feet. Thus, the total remaining sign area allowed for the proposed wall sign is 12.65 square feet. The
application indicates that the proposed sign area is 10.78 square feet. Thus, the proposed sign complies with the
square footage requirement for wall signs.
4.Color. The proposed sign letters are black, which is not considered an excessively bright or garish color.
5.Height. Wall signs may be a maximum of 14’ high or the height of the face of the building. In this case, the top
of the sign will be less than the height of the face of the building, and will, therefore, comply with the height
requirements.

Based on the facts and conclusions of this report, staff finds that the design review for this project (File
