(BLD20090447) for improvements to the existing wastewater treatment plant facility located at 200 2
Ave. S. The site is within the Public Use (P) zone. As part of the proposal, a small portion of the existing
retaining wall near the northeast corner of the site will be shifted to the north by approximately 6 to 8 feet.
Additionally, the existing landscaping located adjacent to this portion of the wall will be replaced with
new landscaping.

The proposed project requires General Design Review. Projects that remain under the SEPA threshold
are reviewed by staff with the building permit, and the design review is considered an administrative Staff
Decision subject to the requirements of ECDC 20.11 (General Design Review) and 20.01 (Type I Staff
Decision – No Notice Required).
Analysis:
Analysis:
The building plans for the proposed screening wall state “wall finish on outside face and above grade to
match existing adjacent walls.” Therefore, the new wall will blend in with the style of the existing walls.
Since the style of the new screening wall will be the same as existing, the only noticeable change visible
from outside the treatment plant (when looking towards the plant from Dayton Street) would be the height
of the wall, which will be approximately 4.5 feet taller than the existing wall to be removed. The new
wall, however, will be approximately 18 feet above grade level, which complies with the maximum
allowed height for the Public Use (P) zone of 25 feet pursuant to ECDC 16.80.030.B and will provide for
screening of the equipment to be located behind the wall. The wall exceeds the minimum required
setback of 20 feet from the property lines adjacent to the street as required by ECDC 16.80.030.A.
The existing row of Viburnum tinus (planted at three foot centers) adjacent to the portion of the existing
screening wall that is to be relocated will need to be removed in order for the relocation of the screening
wall. The applicant has proposed to replace this rowof Viburnum tinus with Arborvitae “Emerald
Green” to be planted four feet tall on 18 inch centers directly in front of the new screening wall. The
proposed height and spacing complies with the minimum requirements for large shrubs in ECDC 20.13
(Landscaping Requirements).

The Engineering Division, Building Division, and Fire Department have reviewed the building permit
application (File No. BLD20090447) for this project. Any comments from these departments will be
provided as part of their review of the building permit application.

20.07.006, the City’s final decision on an application may be appealed by a party of record with standing
to file a land use petition in Snohomish County superior court. Such petition must be filed within 21 days
after issuance of the decision, as provided in Chapter 36.07C RCW.
