RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2009-0793
GRADING PERMIT AT 19205 OLYMPIC VIEW DRIVE
Gentlemen,
I have reviewed the above building permit application for the Planning Division. Before I can continue to
review the permit, however, the following information needs to be clarified:
Critical Areas: The critical area checklist associated with this project (CRA -2009-0088) indicated
the presence of steep slopes on the parcel. Please provide a geotechnical report prepared pursuant to
ECDC 23.40 and 23.80 (specifically, 23.80.050 — 23.80.070) describing the effect of the proposed
grading on the eastern and western slopes. Include a description of how the future retaining wall(s)
satisfy the requirements of ECDC 23.80.070.A.3. Also, indicate the impact of any future house on
the parcel taking into consideration the specific buffer and setback requirements of and 23.40,280 and
23.80.070.A.1.
2. SEPA: Question I I on the associated environmental checklist states the purpose of the project is:
To construct a retaining wall on the west side of two side-by-side parcels with return walls on
the north and south. Compactedfill would then be placed behind the retaining walls in order
to raise the grade to increase the usable area of the two parcels. Grading, layout of the
driveway and future house, and erosion control on the north parcel.
The site plan submitted for the project only shows the northern parcel and does not indicate any
grading on the western edge of either parcel adjacent to Olympic View Drive with the exception of
the area around the proposed driveway area. Please confirm the scope of this project and make
appropriate updates as necessary to ensure all applicable materials (SEPA, site plan, etc.) are in
agreement.
3. Retainini! Walls: Handout B62 summarizes the requirements for construction of retaining walls
(http://www.ci.edmonds.wa.us/CitvDei)artments/Eni4rDept/B62-Retaining VAII.pdf). Retaining
walls may be located in a setback area but may only be 3' tall in that instance. Wall height is
measured vertically from original grade to the highest point of the retaining wall supporting soil.
4. Shed: It appears that the shed on the southeast corner of the parcel encroaches the southern property
line. The shed will have to be removed or moved to comply with the RS -12 side and rear setback
requirements.
5. Height: As an reminder, keep in mind that building height is calculated from average original grade
according to ECDC 21.40.030. Any future structure at the subject site must use the pre -grading
elevations to determine building height.
