Email: gccdlr@gmail.com RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2010-0262 CHANGE OF USE TO AUTO SALES, LOCATED AT 21210 HIGHWAY 99 Dear Mr. Ciuca: I have reviewed the above building permit application for the Planning Division, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: Site Plan: 1.The site plan submitted with your application is not drawn to scale. Staff needs a scaled site plan in order to be able to verify all dimensions and calculations. Therefore, please provide a scaled site plan (a scale of 1”:20’ is preferred). Parking 2.: Please refer to the following comments regarding the parking for your site: a.Thank you for providing parking calculations on your site plan. I noticed in the calculations that you subtracted the building area from the lot area when calculating the total number of cars that need to be provided for between the designated parking spaces and storage areas; however, the building area cannot be subtracted from the lot area for this calculation. Thus, based on the lot area that you provided of 19,166.4 square feet, parking would need to be provided for a total of 38 cars (19,166.4 / 500 = 38.3, rounded down to 38). Please correct the calculations on your site plan accordingly. b.Your plans indicate storage to be provided for 37 cars; however, no dimensions are provided for the storage areas in order for staff to verify that 37 cars total can fit within these storage areas. Therefore, please provide the dimensions of all storage areas. Note that storage only needs to be provided for 32 cars since parking for 6 of the total 38 cars will be provided within designated parking stalls. Following submittal of a site plan drawn to scale including the dimensions of all car storage areas, staff will be able to review the proposal for compliance with all parking requirements and Engineering standards. Lot Combination 3.: Thank you for informing the property owner that the two parcels must be combined for the proposed use. I understand that the owner filed paperwork with the County to combine the parcels for tax purposes; however, I recently found out that the County’s process does not permanently combine the parcels, which is required for the parcels to be developed as one site. Therefore, an application for a lot combination is required to be submitted to the City. You have the option of this being processed as either a lot combination or a lot line adjustment. The fee for either application is $420, but there is a difference in submittal requirements and review process. For the lot line adjustment process, you would need to submit a land use application form, survey of the two parcels showing the line to be eliminated, and a title report. Following approval, the survey would get recorded at the County. For the lot combination process, you would need to submit a land use application form, plan showing the two parcels including legal descriptions and the line that is to be removed (this is not required to be drawn by a surveyor), and an adjacent property owners list. Following approval, the decision would be mailed to all adjacent property owners within 300 feet of the site for an appeal period. A copy of the decision would be provided to the County so that they can finalize the elimination of the parcel line. Landscaping: 4.Pursuant to ECDC 16.60.020, the minimum required four foot street setback shall be fully landscaped and internal landscaping shall be provided within the parking lot. Your plans indicate a four foot wide landscaping strip adjacent to Highway 99 on the southern side of the entrance to the site; however, a four foot landscaping strip will also need to be provided on the north side of the site to the west of the northern entrance, and interior parking lot landscaping will also be required. Pursuant to ECDC 16.60.040.A.1.e and 2.a, Type V landscaping is required within the parking lot (a minimum of 17.5 square feet of landscaping per designated parking stall, not including the storage areas, is required pursuant to ECDC 20.13.030.E.1.a), and Type IV landscaping is required adjacent to the street frontages. ECDC 20.13.030.D and E provide the requirements for Type IV and V landscaping. Additionally, the City’s Street Tree Plan provides th guidance on the required street trees for the landscaping strips adjacent to Highway 99 and 212 St. SW. A detailed landscape plan was not provided with your submittal, so staff was unable to review your proposal for compliance with the landscaping requirements of ECDC 20.13 as well as the requirements of the City’s Street Tree Plan. Therefore, please update your site plan to indicate locations of all required landscaping areas and provide a landscape plan indicating all proposed plants and trees, including the proposed sizes and spacing. You may refer to ECDC 20.13.010 for landscape plan requirements. Design Review 5.: A $115 design review fee is required for review of the exterior changes being made to the site (i.e. car storage areas and landscaping). This fee will be added to the total due prior to permit issuance. Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, between 8:00 am and 4:30 pm.
