Dear Mr. Freeman:
I have reviewed the above building permit application for the Planning Division, and it was found that the
following information, corrections, or clarifications will need to be addressed before review can continue:
Outside Storage Area:
1.Please describe what the “new outside storage area” will be utilized for.
ECDC 16.60.010 states that outdoor storage areas secondary or integral to a permitted primary use
are allowed within the CG2 zone; however, outdoor storage areas intended as a primary use, not
secondary to a permitted use, are prohibited. Therefore, staff will need additional information on
what will be stored within the “new outside storage area” in order to determine if such storage will
be permitted in this zone.
Parking
2.: Since the use of your tenant space is changing and several existing parking stalls are
being eliminated, staff needs to confirm that there will be sufficient off-street parking provided on
the site. Therefore, please provide a written response to the following items so that staff can
confirm that there will be sufficient parking:
a.There does not appear to be an area within the tenant space for customers to consume food;
however, please confirm that this is correct. Will you be providing any other areas on the site
(such as within the outside storage area) for customers to consume food? Or, will all of the
food prepared at your business be taken off site for consumption? If food will be consumed on
site, then parking will need to be provided at the rate for a restaurant (if less than 4,000 square
feet floor area, one space per 200 square feet); however, if no food will be consumed on site,
then parking will be assessed at the rate for retail stores (one space per 300 square feet).
b.In order to calculate the total parking required for the entire site, please provide information on
the use of Suite A. I understand that Russell Sign Company is in Suite A; however, the
required parking for their tenant space depends on their use of the site. Do you know if they
manufacture signs at this location, or is it an office or retail store? Although, this is not the
subject tenant space, staff needs to make sure that sufficient on-site parking will still be
available for both suites following the elimination of several parking stalls for the outside
storage area.
Fence
3.: Your plans note a new six-foot chain link fence around the dumpster and outside storage
areas. A chain link fence will not provide adequate screening of these uses. Therefore, your plans
will need to be modified to show construction of a fence that will provide adequate screening, such
as a six-foot cedar fence, or a chain link fence with slats through the links. The existing fence along
the western property line should also be modified to help screen the garbage and outside storage
areas from that side as well. Please provide information on how these areas will be adequately
screened, including a description of the fence including proposed colors and materials. You are
welcome to submit a photo of an example or an elevation view if it helps depict your proposal.
Landscaping
4.: Pursuant to ECDC 16.60.030.A.2, Type IV landscaping is required along the
western property line of the site. It appears that the existing landscaping nearly complies with the
Type IV requirements; however, the existing landscaping should be cleaned up, and the ground
should be covered with either mulch and/or a groundcover. Please note how you plan to improve
the existing landscaping to comply with the Type IV requirements of ECDC 20.13.030.D.
Design Review
5.: A $115 district-based design review fee is required for review of the exterior
changes being made to the site. This fee will be added to the total due prior to permit issuance.
Please make all submittals to a Development Services Permit Coordinator, Monday through Friday,
