I have reviewed the referenced application for the Planning Division and found that there are two parcels that make up this building lot — one larger parcel to the south and another narrow parcel to the north. The interior property line between these two parcels must be dissolved in order for the garage to meet the required setbacks. You may ask the Snohomish County Assessor's Segregation Department (425.388.3525) to dissolve the interior property line, which would resolve this issue, based on the following facts. The current zoning designation for this neighborhood is Single Family Residential (RS -8, ECDC 16.20). There are two adjacent rectangular parcels that comprise this property -00408800000800 (southern) and 27043000207300 (northern). Their legal descriptions are expressed as follows: CHERRY LANE BLK 000 D-00 - LOT 8 — and — SEC 30 TWP 27 RGE 04 RT -17) N 25FT AS MEAS ALG E LN OF S 340FT OF E 177.35FT OF W 434.75FT OF E 869.50FT OF N1/2 SE1/4 NW1/4. Parcel 00408800000800 is known to be 0.31 acres (approximately 13,500 square feet), while the other parcel is known to be 0.10 acres (approximately 4,356 square feet). The City of Edmonds Nonconforming Lot chapter (ECDC 17.40.030) requires at least 6,400 square feet for a "legal lot" in the RS -8 zone. Therefore, because one of the parcels is well below the minimum lot size needed for a legal lot and because both parcels are held in common ownership, they are considered to be "combined" by ECDC 17.40.030.C. Please consider this the City of Edmonds' consent to dissolve the interior lot line between the two parcels. A vicinity map is attached that identifies the parcels in question. When the segregation request has been made at the County Assessor's Office, please submit to me an acknowledgement of the request by the County and I will include that with the building permit file.
