Dear Mr. Herman:
I have reviewed the above building permit application for the Planning Division, and it was found that the
following information, corrections, or clarifications will need to be addressed before review can continue:
Retaining Wall Height
1.: Retaining walls and rockeries shall not exceed three feet in height over
original grade where located within the minimum required setback areas. Please provide top of
wall, toe of wall, and original grade elevations at five-foot intervals along the proposed wall so that
staff may verify that the portions of the wall within the minimum required setback area do not
exceed three feet in height over original grade.
Parcel Combination
2.: The subject property is made up of two separate parcels (00507200002501
and 00507200002400). The line between these two parcels actually bisects the existing residence.
Tax parcel 00507200002501 is a nonconforming lot, and pursuant to ECDC 17.40.030(C), a
nonconforming lot in the same ownership as a contiguous lot or lots shall be combined with the
contiguous lots to the extent necessary to create a conforming lot. With the property line bisecting
the existing residence and ECDC 17.40.030(C), these two parcels must be combined. I will follow
up with a letter that can be provided to the Snohomish County Assessor’s Segregation Department
(425.388.3525) to dissolve the interior property line, which would resolve this issue.
All submittals should be made to a Development Services Permit Coordinator, Monday through Friday,
between 8:00 am and 4:30 pm.
