Design Review Process
Design review for signs is considered a Type I decision subject to the requirements of ECDC
20.01.003 and ECDC 20.60 (Sign Code).
Analysis:
1. Location. The subject site is located at 120 — 5th Avenue South, Suite A, within the Downtown
Business (BD I) zone. The site is designated as Retail Core and Downtown/Waterfront Activity
Center in the Edmonds Comprehensive Plan. The proposal is subject to the general criteria found
in the sign code (ECDC 20.60), the design guidelines within the Comprehensive Plan, and the
design guidelines specific to the BD zone within ECDC 22.43.
2. Sign type. The proposed projecting sign is a permitted sign type in the Downtown area. The
maximum number of allowed signs is three per tenant or three per site.. The proposed sign will
be the only sign for this tenant. The sign will be mounted underneath the existing awning
perpendicular to the sidewalk.
Size. The maximum allowed area of projecting signs within the BD zones is 16 square feet.
Additionally, the maximum total sign area for the tenant is 1 square foot per lineal foot of tenant
space. The applicant has stated that the tenant space is 16.5 lineal feet. Thus, the maximum
allowed total sign area for the tenant is 16.5 square feet, and the maximum allowed sign area for
the projecting sign is 16 square feet. The proposed projecting sign is 3.25 square feet. Thus, the
proposed sign complies with the square footage requirement for projecting signs as well as the
total signage allowed for the tenant.
4. Color. The proposed sign face is brown with grey lettering. It has been determined that these are
acceptable colors for this site.
5. Height. Projecting signs may be a maximum of 14' high. Additionally, ECDC 20.60.040(C)
requires the bottom of a projecting sign to be a minimum of 8' above the sidewalk. In this case,
the top of the sign will be 9.25' high, and the bottom of the sign will be 8' high. Therefore, the
proposed sign will comply with the height requirements.

6. Illumination. The proposal does not include any plans for illuminating the sign.
Decision: Based on the facts and conclusions of this report, staff finds that the design review for this
project (File No. BLD20100705) is APPROVED.

Appeals: Design review decisions by staff are only appealable to the extent that the applicable
building permit or development approval is an appealable decision under the provisions of the
ECDC. Design review by staff is not in itself an appealable decision.
