Design Review Process
Design review for signs is considered a Type I decision subject to the requirements of ECDC
20.01.003 and ECDC 20.60 (Sign Code).
Analysis:
1. Location. The subject site is located at 18530 76th Ave. W, within the Neighborhood
Business (BN) zone. The site is designated as Neighborhood Commercial in the Edmonds
Comprehensive Plan. The proposal is subject to the general criteria found in the sign code
(ECDC 20.60) and the design guidelines within the Comprehensive Plan.
2. Sign type. The proposed wall -mounted sign is a permitted sign type in the Neighborhood
Commercial area (BN zones), and the proposed monument sign is a conditionally permitted
sign type if consistent with the standards of ECDC 20.60.020(M). It was found that all
applicable standards of ECDC 20.60.020(M) related to the proposed monument sign have
been met. The site is permitted to have three signs per tenant. The two proposed signs will
be the only signs for the entire site, as there are no existing signs. The wall -mounted sign is
proposed to be located on the eastern building fagade, and the monument sign is proposed to
be located within the existing landscaped area on the eastern side of the site.
3. Size. The maximum allowed total sign area for sites within the BN zone is one square foot
per lineal foot of wall containing the main public entrance. The site plan indicates that the
eastern building fagade is 45 feet long, which would yield a maximum total sign area allowed
on the site of 45 square feet. The maximum allowed area for wall -mounted signs is one
square foot per lineal foot of attached wall. The proposed wall -mounted sign would go on
the eastern fagade, which would yield a maximum allowed area of this sign of 45 square feet.
The proposed sign is indicated as being 13.5 square feet. The maximum allowed area of
freestanding signs within the BN zone is 24 square feet. The proposed monument sign is 6

square feet. The total sign area of the two proposed signs is 19.5 square feet, which is well
below the maximum total sign area for the site of 45 square feet.
4. Color. For both signs, the proposed sign face is white with black lettering and blue, red, and
green accents. It has been determined that these are acceptable colors for this site.
5. Height. The BN zone requires a 20 -foot street setback from the eastern property line;
however, freestanding signs may be located within the minimum required setback areas as
long as they do not exceed 3 feet in height. In this case, the top of the sign will be 36 inches
high above the ground level at the lowest point of the sign. Therefore, the proposed sign will
comply with the height requirements for being located within the minimum required setback
area.
6. Illumination. The proposal does not include any plans for illuminating either sign.
Decision: Based on the facts and conclusions of this report, staff finds that the design review for
this project (File No. BLD20100714) is APPROVED.

building permit or development approval is an appealable decision under the provisions of the
