READ RESIDENCE LOCATED AT 9947 WATER STREET
Dear Mr. Read:
I have reviewed your resubmittal submitted on April 12, 2011 for the above building permit application for the
Planning Division, and it was found that the following information, corrections, or clarifications will need to be
addressed before review can continue:
Site Plan:
1. The resubmitted site plan was printed much more lightly than the previous site plan from your

March 23 resubmittal. Due to how light this revised site plan was printed out, the roof lines and contour
lines can hardly be seen in most locations and cannot be seen at all in other locations. Please print out three
copies of this site plan with dark enough ink that all lines can be easily seen. If it helps make these lines more
visible, you are welcome to zoom in on the subject site (Lot 2 does not need to be shown) and increase the
scale of the site plan to 1”:20’ or 1”:10’.
Chimney:
2. Upon further review of the proposed building plans, it was noted that the chimney exceeds the
height limit exceptions of ECDC 21.40.030.D.4. This height exception states: “Chimneys, not to exceed nine
square feet in horizontal section or more than three feet in height, for that portion above the height limit…”
The rest of this exception specifically addresses requirements for chimneys within RM zones, which would
not apply to the subject application. The proposed chimney exceeds nine square feet in horizontal section,
and therefore, cannot exceed the maximum allowed 25-foot height limit established for the residence. Please
revise the plans so that the chimney is either below the 25-foot height limit or so that the chimney is less than
nine square feet in horizontal section. While making these changes, please be sure that the revised proposal
for the chimney complies with all applicable Building Code requirements.
SEPA Review
3.: As noted in my previous comments, the Planning Division will not be able to approve the
subject building permit application until the SEPA appeal period has ended, which goes through the end of

the day on Friday, April 29, and all remaining items have been addressed. Please note that if the SEPA
decision is appealed, this will delay the Planning Division’s ability to approve the building permit application.
Landscape Maintenance Bond
4.: Thank you for submitting a cost estimate for the installation of the
landscaping within the 30% native vegetation area. A 3-year maintenance bond will be required for this area.
The bond amount will be 15% of the cost of the labor and materials, which is $1,133.90 based on the
submitted bid. Please note that this bond is not required to be posted until after the plants have been installed.
At the time of the Planning Division final inspection on the building permit, staff will inspect the plantings
within the 30% native vegetation area for compliance with the landscape plan, and then you will need to post
the landscape maintenance bond before staff can sign off on the Planning Division inspection for the permit.
All submittals should be made to a Development Services Permit Coordinator, Monday through Friday, between
