Special Privilege As recommended, the proposed variance does not.appear to represent a grant of special privilege. 3. Comprehensive Plan The proposed variance does not appear to conflict with ' the purposes of the Comprehensive Plan. 4. Zoning Ordinance The subject property and the surrounding properties to. the north, south and east are zoned BN (Neighborhood Business). To the east is RS-8 zoning.
