SUBJECT: PLN20070013 — Murray Short Plat — Completion of Improvements
Mr. Murray,
I am following -up with you on some old business related to your 2-lot subdivision at
1570 — 9ti1 Ave N. The project is still not complete and the City continues to hold a
performance bond as surety that all required improvements will be completed.
On July 23, 2012, you provided a performance bond to the City, in the amount of
$72,296.60 as a guarantee that all required short plat improvements would be completed
within one year from the date of recording of the short plat. The short plat was recorded
on July 25, 2012. Per your request, an extension to the required completion date was
granted, allowing completion by March 28, 2014. In March of 2014, construction on
your project was underway and as there were no public health or safety issues, the City
continued to allow you and your contractor to work on the required improvements. A
partial release of the performance bond, in the amount of $16,488.15, was authorized on
September 8, 2014, leaving a balance of $55,808.45 (plus any accumulated interest) in
the account.
A final inspection was performed at the site on November 25, 2014 and a final re -
inspection was performed on January 22, 2015. The results of both inspections were
provided to you at completion of the inspections. Follow-up email communications
ensued and as of March 9, 2015, no further responses were received and to date, another
final inspection has not been requested. As of March 9, 2015, the following corrections
were identified as items to be complete prior to receiving engineering and planning
division final approvals on the project:
1) Install 2 x 4 utility stubs marked sewer and storm.
2) All exposed soils are to be covered.
3) The following corrections shall be made to the asbuilt plan:
a. Asbuilt shall be submitted as an engineered mark-up to the original
approved civil plans (not redline mark-up)
b. All utility lines/stubs/water meters shall be shown in the asbuilt location.
c. Provide RIM and invert elevations for all utilities.

d. Indicate pipe material, size and depth
e. Provide points of reference for sewer line location serving the existing
residence, so the sewer can be located in the future. Points of reference
can be from the existing house, property pins, water meter boxes,
etc. This is especially critical at bends in the line.
4) The sewer trench patch failed compaction testing. As an alternative to digging up
the failed trench area, the City provided an option to hold the maintenance bond
for a period of 5-years instead of the standard 2-years. The maintenance bond is
calculated at 15% of the performance bond for all required site improvements.
This equates to $8997 (not including the vegetation management maintenance
bond amount).
5) All plantings, fencing and NGPA signage as required as part of the vegetation
management plan shall be installed.
As the timeframe to complete the required improvements has lapsed, you are being put
on notice that failure to immediately and satisfactorily complete the required
improvements could result in demand to Washington Federal to release said funds to the
City. In order to prevent this from happening, please respond to this letter by November
2, 2018 and provide a schedule for completing the corrections referenced above.
