RE: Swedish Hospital Construction: Request for Noise Ordinance Variance
Dear Mark,
This letter is in response to your request for a variance to the restrictions put forth in Edmonds City Code
(ECC) 5.30.110 section B limiting days and hours of construction activity. Under ECC 5.30.120 a variance
can be granted if it is found that compliance to the code cannot be achieved due to special circumstances.
As you state in your request, Sellen Construction is planning the repair of the existing underground power
feeds that were damaged during the incident three weeks ago at the Swedish Edmonds construction site.
The construction is planned for Sunday September 28, 2014 as the repair will involve shutting down power
to a portion of the existing hospital and it is necessary to perform the work at a time that minimizes
disruption to the hospital.
A variance can be granted due to the special circumstances related to shutting down power to the hospital.
This variance is limited to construction activities primarily performed by Snohomish County PUD
subcontracting for Sellen Construction removing and replacing damaged conductor wires within the North
Parking lot of the Swedish Hospital site. Please comply with notification requirements as described in ECC
5.30.120 C 2.
This variance will be in effect between the hours of 6am and the completion of the repair on Sunday,
September 28, 2014.
