BRIDGE PERMIT AT 870 NORTHSTREAM LANE
Dear Mr. Schmitz,
I have reviewed the above building permit application for the Planning Division. Before I can continue to
review the permit, however, the following information needs to be clarified:
Critical Areas Report: The replacement bridge will span North Stream, which is an identified
critical area. The impacts of the bridge and any mitigation needs to be discussed by a qualified
biologist in a report meeting the requirements identified in Section 23.90.020 of the Edmonds
Community Development Code (ECDC). The report must address the development standards in
ECDC 23.90.030 and 23.90.040 and the mitigation requirements of ECDC 23.40.090 through
23.40.140. Also, it may be possible that areas adjacent to the stream qualify as wetlands in which
case the biologist's report should include discussion of those requirements in ECDC 23.50.
The City of Edmonds has a list of qualified consultants which I have included with the associated
email. It is recommended to use a consultant from the list but you are free to use any consultant of
your choice. However, a report generated by a consultant not listed on the roster must be sent out for
third -party review which will incur additional time and cost.
