Dear Phil,
I have again reviewed the above building permit application for the Planning Division. Thank you for so
thoroughly addressing my first-round comments — it is very much appreciated. Before I can sign off on
the permit, however, I have a few additional comments:
1. Screening for rooftop equipment: The renderings provided indicate that while the proposed
penthouse wall at the front of the building will effectively screen the rooftop equipment from
the street, the view of the building looking northeast as customers exit Top Foods will likely
include the rooftop equipment (Rendering 5). Would it be possible to provide some additional
screening of the rooftop equipment, particularly from the west/southwest elevation?
2. Wall at west/southwest corner: Rendering 5 also indicates a fairly large expanse of blank
wall at the west/southwest corner of the building. While any number of techniques would
provide additional interest in that location, we thought it might be interesting to include a
themed mural on the wall. The Edmonds Mural Society has been doing some very well-
received work on blank walls in the downtown area and they might be able to provide some
guidance or assistance along those lines.
Also, the City Council recently added mural language to the sign code in ECDC 20.60.015.0
that may be of use. As an aside, I was also assigned the sign permits for the Dick's signage so
if a mural is chosen, that could be added to the existing sign application (BLD -2011-0226).
Landscaping bid: The landscaping indicated on revised Sheet 26 submitted April 4, 2011,
appears to be code compliant. As a result, please provide an itemized cost estimate for the
landscaping and irrigation proposed (including labor) as described in ECDC 20.13.040. This
will determine the landscape inspection fee, performance bond (if applicable), and maintenance
bond.
Please submit three copies of your updated site plan and two sets of any updated sheets of the
building plans. Please make all submittals to a Permit Coordinator, Monday through Friday, 8:00 am
