Dear Tracie,
I have again reviewed the above building permit application for the Planning Division. Before I can sign
off on the permit, however, the following information needs to be clarified in a written response:
1. Sign HeiEht: According ECDC 20.60.020(L) and (M), the maximum height for a sign with
interior illumination in the Downtown area is 14 feet. ECDC 20.60.020(J) indicates that sign
height is the vertical distance from the highest point on the sign to the finished grade. In this
case, because there is grade change involved, the average height of the top of the sign must be no
more than 14 feet from the sidewalk (measured at each end of the signage).
By way of example, assume there is a 12 inch elevation change from one end of the sign to the
other at the sidewalk level. In that case, the top of upslope end of the sign could be a maximum
of 13.5 feet above the sidewalk while the top of the downslope end of the sign could be a
maximum of 14.5 feet above the sidewalk — the average elevation for the top of the sign would be
14 feet. As proposed, it appears that the middle of the signage would be somewhere around 14
feet — it is the Lop of the signage that must meet the 14 foot maximum. Please revise as
appropriate.
2. Design Standards in ECDC 22.43.040.B: Because the site is located in the BD 1 zone, the
design standards of ECDC 22.43.040.13 apply to the proposed signage. Specifically, review
subsections (8) through (13) and describe in your response how the proposed signage satisfies the
standards. Please include a written description of how the proposed signage meets the referenced
standards.
