Dear Mr. Miller,
I have again reviewed the above building permit application for the Planning Division. Before I can sign off
on the permit, however, the following information needs to be clarified:
1. Geotech report: Thank you for submitting the clarifying letter from Nelson Geotechnical
Associates dated June 17, 2011. Two issues still need to be resolved. ECDC 23.40.280 requires a
minimum building setback of 15' from buffers or critical areas. The June 17 letter mentions a
10' buffer and 30' setback from the top of the slope. Please revise to indicate a 15' setback and
corresponding 25' buffer (if the 40' total is to be maintained).
That said, both the Site Plan and Grading Plan show a 50' total distance from the top of the
slope. The 50' distance was described in the original geotech report dated February 11, 2011.
Using the new 40' distance described in the June 17 letter would result in changes to the rest of
the site including setbacks, height calculations, and the like. Determine which buffer distance is
to be used and make changes to all plans as appropriate.
Finally, the 15' building setback line from the selected buffer must be shown on the associated
Site Plan and Grading Plan along with the selected buffer distance from the top of the slope.
Please have the project geotechnical engineer revise the associated geotech report to address the
critical areas requirements for erosion and landslide hazard areas found in Chapters 23.40 and 23.80 of
the Edmonds Community Development Code (ECDC). Specifically, please address the development
standards in ECDC 23.80.060 and 23.80.070 and identify on the site plan the required building
setback (ECDC 23.40.280) and the slope buffer selected (ECDC 23.80.070).
2. Height calculations: Resolved, thank you. Please verify the elevation of Point B of the height
rectangle. It is currently identified as `159.50 feet' while it appears to fall between the 158' and 159'
lines of topography. Also, since the "average level" for height is determined by the smallest rectangle
which encloses all of the building, please move Points C and D east to abut the proposed house — the
uncovered steps are not included in this case. Make any changes to the average grade, actual height,
and maximum height as needed on the site plan (Sheet 0) and elevations (Sheet 9).
You may redline your existing plans or submit three copies of your updated site plan (one reduced size) and
two sets of any updated pages of the building plans. Please make all submittals to a Development Services
Permit Coordinator, Monday through Friday, 8:00 am to 4:00 pm. If you have any questions, please contact
