Hi Brad and Leanne,
I have been pulling together the approximate fees (impact and general facility) that would be generated by the proposed
change of use. Unfortunately, I have come up with more questions than answers! Generally I don't believe that the fees
will be too significant. The problem I am having is that the type of use, a banquet hall, is not common enough to show
up in any of our fee matrices. Here is how it works out:
Traffic] m pact Fee: Banquet Hall (or any similar use) is not included in our traffic fee matrix (see City 2017 Handout E82
available on our website by January 10th). The closest is restaurant but that use has a really high trips per square
footage that does not reflect the much lower event type traffic so you don't want to use this. When there is no similar
use in our traffic impact matrix, the applicant is required to provide an independent fee calculation prepared by a Traffic
Engineer. There will be an additional fee added to the permit for our traffic engineer to review the report, around
$240. You do have the option of using the restaurant classification if you prefer. The fee using restaurant would
be: 1040sf x 10.04 ITE Land Use Code 932 = $10,441.60 less 1 sfr $840.72 (prior to 2004) leaving a balance of
$9600.88. This total may be less than what you would end up paying a traffic engineer, I really don't know.
Sewer General Facility Charge: The only remotely similar use is a restaurant which does not reflect the usage rate of a
banquet hall at all. When a specific use is not included in our matrix, it is up to the Public Works Director to determine
what the appropriate usage rate. Being the holidays, he is out of town until January. I have set up a meeting to discuss
this with him when he gets back. I will let you know what he decides.
Storm General Facility Char e: This fee is based on any new impervious surface added for the project.
Water General Facility Char e: This fee will only be charged if you upgrade to a larger meter which will probably not be
required unless the fire marshal requires fire sprinkling. Even then you would only be charged for the new meter, the
connection fee would stay the same so there would be no charge.
I will get back to you when I have an answer about the sewer gfc. Please let me know if you have any additional
questions.
